Contexte :

UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled. UNFPA supports: Sexual and reproductive health (SRH) for all, particularly women and girls in more than 150 countries – home to more than 80 per cent of the world’s population. SRH includes; – The health of pregnant women, especially the 10-15 million who face life-threatening complications each year – Reliable access to modern contraceptives sufficient to benefit 20 million women a year – Training of thousands of health workers, particularly midwives to help ensure at least 80 per cent of all child births are supervised by skilled attendants – Prevention of teen and early pregnancies, complications of which are the leading cause of death for girls 15-19 years old – Delivery of safe birth supplies, dignity kits and other life-saving materials to survivors of conflict and natural disaster Prevention of gender-based violence (GBV), one of the most common forms of violence today affecting 1 in 3 women across the globe Abandonment of female genital mutilation, which harms 3 million girls annually Gender-responsive, age appropriate Comprehensive Sexuality Education (CSE) Efforts to end child marriage affecting 12 million girls every year Countries in development of youth policies and reproductive, maternal, newborn, child and adolescent health policies and action plans. Population Census, demographic health surveys, research, data collection and analysis, which are essential for development planning as well as in humanitarian settings.

 

Description de la tâche :

The GBV Coordinator, under the overall supervision of the Representative and the Deputy Representative, the direct supervision of the Humanitarian Coordinator and the guidance of the GBV/Gender Specialist, will facilitate the coordination of the GBV sector in Maroua by supporting actors working in the field and working in close collaboration with other sectors. Expected results UNFPA is working to intensify and improve the quality of its contribution to the humanitarian crisis in the North West, South West and Far North Regions. As part of the support of the United Nations Population Fund (UNFPA) to the Government of Cameroon, the project entitled “Strengthening Gender Based Violence Prevention, risk mitigation and response including Sexual and Reproductive Health in conflict affected communities in North West, South West and Far North of Cameroon” has just received funding from KOICA for a period of 12 months. The overall objective of the project is to increase access of survivors to high-quality GBV and SRH lifesaving integrated Gender-Based Violence services including prevention, mitigation and response (medical care psychosocial support and case management) of gender based violence and COVID 19 prevention and protection to affected populations in the South West, North West and Far North Regions of Cameroon. This goal will be achieved through the following objectives: a. Ensure quality and timely safe access to life-saving and integrated GBV services for GBV survivors in target crisis-affected areas of North West, South West and Far North regions. b. Strengthen capacity of service providers and communities for GBV/SRH prevention, MHPSS, risk mitigation, including Protection from Sexual Exploitation and Abuse (PSEA) c. Strengthen GBV coordination through information sharing, capacity building, advocacy and synergy among the actors d. Provide Minimum Services Package for Reproductive Health (MISP) and family planning services to prevent sexual violence and respond to the need of survivors The United Nations Population Fund (UNFPA) is recruiting a project coordinator. This position falls under the humanitarian response. A. Planning-Implementation: On the technical side, • Develop the consolidated inter-agency project work plan describing the activities and results to be achieved by agency with the timelines; • Finalize the common results framework of the agencies involved in the project with objectives and intermediate results • Provide the necessary support to implementing partners in the finalization, implementation and monitoring of their work plans; • Provide strategic and programmatic technical guidance to ensure quality implementation of interventions; • Identify the capacity building needs of the Implementing Partners involved in the implementation of the project, ensure the implementation and monitoring of capacity building activities and ensure their technical support; • In collaboration with the Communication Team, finalize the project’s communication and visibility plan and monitor its implementation; • Facilitate collaboration with the partner Agencies / actors involved and the synergy of interventions in the project; • Propose strategies to ensure optimal implementation of initiatives by facilitating the mobilization and involvement of targets / beneficiaries. On the financial plan, • Ensure regular financial monitoring (monthly) of the project on the basis of the budget agreed with the lessor; • Perform a monthly analysis of the list of project expenses and check the imputations by budget line; • Produce periodic financial reports due to the lessor. B. Monitoring & Evaluation: • Conduct joint follow-up visits to the various project sites with a view to removing potential bottlenecks, encouraging stakeholders by creating ongoing commitment and monitoring interventions. These field visits will involve representatives of the beneficiaries as well as the authorities; • Quality assurance of partners’ activity reports and finalization of periodic reports to donors • Identify the difficulties, lessons learned and constraints encountered in the implementation of the project and propose elements of improvement including their monitoring plan • In collaboration with key project actors, identify, document and disseminate good practice • Contribute significantly to the completion of planned studies / surveys and final evaluation C. Other responsibilities: • Develop and ensure good relations with the beneficiaries and partners of the Action, local and national authorities, representatives of civil society; • Promote the citizen image of the project by regularly informing beneficiaries about the services offered by the project and informing the public about the project’s achievements • Represent the project and UNFPA in all meetings, in particular the steering committee, in meetings and Interagency Working Group and other regional platforms on the resilience / prevention of violent extremism, with national authorities, donors, and local partners • Identify programmatic niches related to resilience and prevention of violent extremism in the framework of the Humanitarian Development and Peace nexus and initiate the development of project proposals for the mobilization of additional resources D. Carry out any other duties as may be required by UNFPA leadership. Working relationships The UNV will work in close collaboration with the humanitarian team of the office. He/she will create synergies between the humanitarian, development and peace nexus.

Exigences :

Expérience requise : 5 années d’expérience en • At least five (5) years of professional experience in project management, • At least two (2) years of experience in managing youth resilience / violence prevention projects; • Experience of interventions in a humanitarian context and a good knowledge and understanding of the security crisis around the Lake Chad basin; • Good knowledge of the geographical, social and cultural context of the Far North region; Experience in the management of projects funded by the European Union would be an asset; • Be ready to undertake regular field missions.
