Mission and objectives :
UNFPA is the United Nations sexual and reproductive health agency. Our mission is to deliver a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled. UNFPA’s goal is to achieve universal access to sexual and reproductive health, realize reproductive rights, and reduce maternal mortality to accelerate progress on the ICPD agenda, to improve the lives of adolescents and youth, and women, enabled by population dynamics, human rights, and gender equality. In 2018, UNFPA launched efforts to achieve three transformative results, ambitions that promise to change the world for every man, woman and young person : 1.) Ending unmet need for family planning 2.) Ending preventable maternal death 3.) Ending gender-based violence and harmful practises UNFPA recognizes that innovation is a key accelerator to achieve these results. UNFPA will harness innovation to meet tomorrow’s challenges and boost its impact, especially in addressing furthest behind populations, and leverage opportunities, social capital, funding and technology by (a) strengthening the corporate innovation architecture and capabilities, (b) scaling up innovations that have proven to be effective and impactful, (c) forming new partnerships and connecting with relevant innovation ecosystems, (d) strengthening and leveraging financing for innovation, and (e) expanding communities and culture for innovation.
Context :
Enabling young people to realise their full social, economic and human potential is a key aspect of UNFPA’s mandate. Our Fellows are innovative young people from around the world who have demonstrated commitment to development issues within their communities. The Young Innovators Fellowship programme brings young people into UNFPA with a dedicated focus on both providing a youth perspective and driving innovation. This exciting opportunity sees fellows undergo leadership training and support innovation efforts in UNFPA Regional or Country Offices in a capacity relevant to their experience. Our goal is to provide fellows with the tools, skill sets, international experience and exposure to innovation to empower them to realise their career goals, thus building national capacity. Fellows in turn provide innovative insights and ideas that will enable us to be better aligned with development issues in their community.
Task description :
The UNFPA Young Innovator Fellow will contribute to UNFPA’s innovation priorities in a number of ways, including : strengthening the innovation architecture, supporting the scale-up of innovations, forming partnerships, strengthening financing for innovation, and expanding the communities and culture for innovation. Madagascar Country Office has adopted innovation as one of the accelerators for the country’s response towards achieving the Transformative Results. In this regard, Innovation is mainstreamed in the CPD interventions aimed at (i) ending preventable maternal death by scaling up equitable access to ANC and skilled birth attendance services for vulnerable women and girls ; (ii) ending unmet need for family planning by ensuring integrated lifesaving SRHR services including Sexual and Reproductive Health, Family Planning and Gender-Based Violence reaches the most vulnerable women and girls in hard to reach locations in the Grand Sud of Madagascar including persons living with disabilities. In both instances, the country office is designing innovative solutions informed by remote mobile strategies and new technologies. As stated in the CPD, Digital innovations will be used to strengthen monitoring and facilitate access to SRHR services. To improve capacities, health institutions will ensure use of innovation and technology to strengthen the delivery of integrated high-quality SRHR and COVID-19 prevention services. Madagascar CO in 2022 will be strengthening its innovation programs and business practices through: – Capacity building of the country office team on the power of innovation and innovation mainstreaming in programme and operations ; – Development of the Madagascar innovation framework/strategy and multi-year action plan ; – Hosting of Innovation Days with young innovators in the country with the aim of identifying innovation solutions with potential to scale up access to services and data availability to monitor service utilization ; – Scaling up documentation, internal and external communication and sharing of innovation projects in Madagascar. Favouring an integrated and participatory approach, the Young Innovator Fellow, among other tasks, will collaborate with the technical departments of the Madagascar CO and support the implementation of these interventions during the fellowship period. Deliverables : 1) Quality reports and communication materials for the Country Office, internal and external stakeholders in a timely manner on innovation processes. 2) Final report on the results achieved, lessons learned within the framework of the innovation assignment. Responsibilities : Under the overall supervision of the Representative and the direct supervision of the Deputy Representative, the Fellow will undertake various specific tasks related to the below- mentioned broad areas. 1) Mobile Health: – Support the scaling up and use of new mobile technologies and innovative methods to increase access to SRH services for pregnant women and girls ; – Document the use of innovative means (free transportation of pregnant and lactating women, mobile clinics to deliver SRH services, drones, free GBV care hotline) ; – Contribute to innovation ‘ideation’ workshops to identify innovative ideas and solutions to increase access of women, adolescent and girls to the integrated SRHR/FP/GBV services. 2) Last Mile for SRH Commodities : – Identify new mobile technologies to increase access to sexual reproductive health services for pregnant women, adolescents, girls and young people ; – Contribute to the monitoring of the use of drones to facilitate access to SRH/FP/HIV commodities by the vulnerable and hard-to-reach communities ; – Contribute to quality reports and communication materials for the Country Office, internal and external stakeholders in a timely manner on innovation processes. The assignment will include mission travel to New York, once for a capstone to conclude the fellowship. Furthermore, UN Volunteers are required to: – Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day) ; – Be acquainted with and build on traditional and/or local forms of volunteerism in the host country ; – Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities ; – Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. ; – Assist with the UNV Buddy Programme for newly-arrived UN Volunteers ; – Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Nationality : Candidate must be a national or legal resident of the country of assignment.
Requirements :
Required experience : 0 years of experience in (demonstrated interest) working with digital technologies or online platforms for programmatic areas (e.g., education, health, social development) – Demonstrated interest and dedication to development issues in areas of UNFPA’s mandate through either volunteer experience, work experience, or youth network affiliations. Preferably, up to 3 years of experiences are welcomed. – Demonstrated, or clear idea of, delivery of UNFPA’s mandate in an innovative way – Ability to identify and propose innovative solutions to problems – Prior experience engaging with different stakeholders or entities, such as with the private sector, social enterprises, academia, the media, a plus

Other information :
Living conditions and remarks : The Young Innovator Fellow will be based in Antananarivo which is the capital and largest city of Madagascar. The city is located 1,280 m above the sea level in the center of the island, and has been the island’s largest population center since at least the 18th century. Antananarivo is the political, economic, educational and cultural heart of Madagascar. It is a calm city where daily life doesn’t present any danger and where the free movement of the persons is guaranteed. Food and basic provisions are available and easily accessible. Medical Facilities are easily accessible within the city. Lodging for UN staff must be evaluated security-wise and approved by UNDSS and the Antananarivo Department in charge of Security. Special consideration will be given to indigenous people, persons with disabilities and LGBTQI candidates.
