Yayasan Plan International Indonesia is presently implementing its country strategic 4 (CS4) for five years covering fiscal year 2018 to 2022, where the country objective has been defined as “to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society”. Plan will address five key child and youth rights issues, contributing to the implementation of the SDGs, four of which particularly affect girls and young women. The issues will be addressed through Programme Objectives anchored on the global outcome areas: Learn, Lead, Decide and Thrive. Interventions have been planned to achieve the Programme Objectives that are integrated across sectors, incorporate the three dimensions of the global Theory of Change (TOC), address climate change and disaster risks and involve a wide range of stakeholders at all levels.

This goal will be achieved by designing and implementing quality programs and projects in major four core areas on Learn, Lead, Decide and Thrive which covering critical issues in Indonesia such as Adolescent Sexual Reproductive Health (ASRH), Child Marriage, Youth Economic Empowerment, Youth Engagement on SDG#5 and Child Friendly Village, Parenting and Water, Sanitation and Hygiene including Disaster Risk Management and Climate Change Adaptation.

In view of the above, the Projects Manager will be responsible to lead the program support functions in developing and implementing coherent, integrated and quality projects which includes designing, implementation, monitoring and evaluations of country projects under

 

LEAD program :

 This position reports to Youth Voices for Girls’ Rights and Gender Equality Project Manager and also has the coordination line with Communication department. The position has a functional relationship with all project staff for developing effective communication and materials with high visibility in national wide, providing support to the influencing/advocacy outputs of project and leading the process of the project branding strategy development. The person is responsible for ensuring the compliances of global brand identity in Yayasan Plan International Indonesia communication materials and events are in line with global brand guideline and identity to promote Plan visibility. The person will responsible to feeding the information for effective social media and strong mass media in collaboration with Communication & Influencing Department to visible Plan International Indonesia related to Youth Voices for Girls’ Rights and Gender Equality project in local, national, and global level. The person will responsible to produce high quality documentations and communication materials of the project and publish them through internal and external publications.

This position will be responsible to support and assist the implementation of Youth Voices for Girls’ Rights and Gender Equality Project which is funded by European Union (EU). The overall objective of the project is to enable CSOs, youth, and government to work in a strong partnership in the implementation and monitoring of Sustainable Development Goals (SDGs) National Action Plan (Rencana Aksi Nasional/ RAN-SDGs),particularly for SDG 5 and SDG 16.

S/He will work closely with Youth Voices for Girls’ Rights Project Manager, Children and Youth Participation National Project Manager, Children and Youth Participation Advisor as well as with Gender and Inclusion Advisor at country level to ensure all the guideline and principles related to those issues are incorporate into the project implementation and being monitor.

Dimensions of the Role :

The position holder directly will be supervised by Youth Voices for Girls’ Right Project Manager. She/ he will assist ad support the program implementation. She/he will responsible for the technical assistance and support related to the project implementation needs.

This position reports to Youth Voices for Girls’ Right Project Manager and also has the coordination line with Communication & Influencing department.

The position has a functional relationship with all project staff for developing effective communication plan and program showcase for advocacy and scale up program, providing technical inputs to the production of communication materials with high visibility in national wide, providing support to the influencing/advocacy outputs of projects and leading the process of LEAD branding strategy development.

The person is responsible for ensuring the compliances of global brand identity in Yayasan Plan International Indonesia communication materials and events are in line with global brand guideline and identity to promote Plan visibility.

The person will responsible to feeding the information for effective social media and strong mass media in collaboration with Communication & Influencing Department to visible Yayasan Plan International Indonesia related to LEAD program in local, national, and global level.

The person will responsible to produce high quality documentations and communication materials of LEAD Project: Youth Voices for Girls’ Right and Gender Equality and publish them through internal and external publications.

 

Dealing with Problems :

Complexity of problems handled & the degree of investigation, analysis, & creative thinking required to solve them

  • The position holder is responsible to ensure the accuracy of language and tone of all types of content used in communications for both internal and external communications ;
  • Responsible to ensure accuracy of message and branding of all types of BCC and IEC materials used in different project activities ;
  • Has to be creative to efficiently use the different levels of expertise of the communications team so the communications activities are carried out smoothly at Country and Project Office level. Guiding the project team and building their capacity is part of the responsibility of the position holder ;
  • Must have good analytical skills and adequate knowledge of programming so the position holder can promote Plan’s work and achievement through writing for internal and external ;
  • Needs to possess in-depth understanding of the communications aspects of programming so he/she can effectively strategise communications plan and come up with need based solution.

 

Accountabilities :

Key Results Area (KRA) 1: Responsible to the implementation of communication plan to showcase outcome result of projects within the program with high visibility to advocate and scale-up program, from local, national, to global level and implementation of brand and marketing strategy of Youth Voices for Girls’ Rights and Gender Equality Project.

Indicators for success :

  • Develop and implement communication plan of Youth Voices for Girls’ Rights and Gender Equality Project for advocacy, selling program, and scale-up best practices ;
  • Develop and implement Youth Voices for Girls’ Rights and Gender Equality Project Branding and Communication strategy ;
  • Identify and deal long-term agreement with communication partners to design and produce strategic, high quality, and high profile materials of program ;
  • Develop or support the projects in developing communication plan. Foster relationships with project staffs and key persons ;
  • Foster relationships with project staffs and key persons.

Key Results Area (KRA) 2: Accountable in the production of good quality communication and marketing materials and dissemination.

Indicators for success :

  • Ensure all hard/soft copy of designs of IEC/BCC materials, photos, audio-visuals are available in Plan resource centre and share drive ;
  • Ensure all staffs have appropriate orientation and access to the Plan resource center and share drive ;
  • Ensure all designs and pictures of Plan available in Media Bank ;
  • Ensure all communication materials follow Plan International Communication protocol.

Key Results Area (KRA) 3: Manage and coordinate publication in social media, mass media, and other platform media in local to national level.

Indicators for success :

  • Organize initiatives media visit to program/project site and maintaining media visit guideline ;
  • Put target number of publication and in-depth in local and national mass media to be reached annually ;
  • Establish program and project profile that showing the unique and best approach compare to other organization ;
  • Drafting contain (e.g. press release, etc) for mass media or Plan website ;
  • Communication protocol and CP issues are well verified before any media visit.

 

Technical expertise, skills and knowledge :

Essential :

  • Bachelor in Social Sciences preferably in Mass Communication/Journalism/Public Relations from a recognized University. Experience preferably in the issues in Youth Participation, Human Rights, and Gender Equality ;
  • Fluent in English written and spoken. Excellent facilitation, oral and written communications skills. Able to travel nationally ;
  • Good knowledge and skills on Children Rights and Youth Participation ;
  • Good knowledge and skills on facilitation of youth communities/ groups ;
  • Good understanding and analytical skills on SDG’s issues particularly under goals #5 and #16
  • Experiences working/ volunteering with NGO and relevant networks on Children Rights, Youth Participation, and Gender Equality.

Experience:

  • Minimum 2 years with experiences in girls and youth empowerment activities ;
  • Experience working with donor i.e. European Union, World Bank, USAID and UN agency and other International agencies ;
  • Experience on promoting Human Rights and Youth Participation ;
  • Knowledge of SDGs especially Goal 5, Gender Equality ;
  • Experience in writing report and analysis ;
  • Ability to deploy at short notice ;
  • Excellent communication skills (verbal and written); strong negotiation and facilitation skills ;
  • Ability to work in insecure and difficult environments ;
  • Understand well on program cycle: planning, implementing, monitoring and evaluating development projects ;
  • Commitment to child rights and CCCD implementation.

Knowledge and Skill :

  • Good understanding about Child and Youth Participation ;
  • Good understanding about CSO strengthening concept and practices ;
  • Good facilitation and communication skills ;
  • Good networking with government organization, non-government organizations, and others relevant institution ;
  • Good interpersonal skill and team work ;
  • Understand about human right and child right ;
  • Good adaptation and familiar and sensitive to local culture and customs ;
  • Good computer skill and writing skills in English ;
  • Willing to travel extensively (60 %).
