How can you make a difference?

Background:

The water, Sanitation and Hygiene (WASH) Sector is fragmented into various departments, sectors, ministries, and administrative geographical areas, with specific tasks, roles, and responsibilities. To address these challenges, the Government of Angola took the initiative to establish the National Water and Sanitation Forum in 2019 (FONAS). This national forum resulted in a joint commitment to boost the development of the WASH Sector in Angola and identified UNICEF as the key partner to support this initiative.

With support from UNICEF, the National Directorate of Water and the National Directorate of Environment have been pursuing the intention of creating a coordinating body of the Water, Sanitation and Hygiene Sector (WASH) in Angola. The main task of the WASH Sector Working Group in Angola is to facilitate the collection of data, dialogue, analysis, processing, and dissemination of information on the WASH sector. The WASH sector coordination systems are instrumental in leveraging technical and financial resources to support the development of the WASH sector at national and provincial levels.

Within this scope, after the launch of the operationalisation of FONAS on March 17th, 2023, UNICEF committed to support the Ministry of Energy & Water and the Ministry of Environment with a dedicated senior WASH consultant.  The proposed consultant will be stationed at the Government/Ministry Office, facilitating regular coordination among WASH agencies and ministries. He or she is tasked to improve coordination, quality and accountable WASH sector coordination mechanism at the national level.

Scope of work:

This Term of Reference (TOR) is developed to guide the assignment of the dedicated consultant to support National WASH Sector Coordination Working Group in Angola. The consultant will be based at the Ministry of Energy & Water. The selected consultant will be working under the supervision of Director of Water within the Ministry of Energy & Water, and regular oversight from UNICEF Chief of WASH.  Specifically, the consultant is expected to support five main outputs as follows:

3.1 Coordination of WASH actors and partners

i.          Under the direction of Director of Water, the consultant is responsible for facilitating and organising WASH Sector Coordination meetings chaired by the Director of Water within Ministry of Energy & Water and the Ministry of Environment.

ii.         Establishment of monthly WASH Sector coordination meeting and technical working group meetings, drafting WASH Sector working Group annual and monthly plans

iii.        Monitor the progress on WASH Sector Coordination meeting, facilitate the development of situation analysis, facilitate sharing of experience within WASH Sector Coordination Group.

iv.        Provide and disseminate regular WASH dashboards, and provide technical assistance in coordinating WASH agencies, in emergency events. Detailed information on WASH dashboard will be designed and discussed with key WASH stakeholders.

3.2 Needs assessment and analysis

i.          Organize and facilitate effective communication among WASH agencies, sending invitations to key WASH agencies, ministries and departments, and INGO/NGO partners.

ii.         Prepare monthly report, document key challenges, successes, and challenges and achievements within the WASH Sector in Angola.

iii.        Prepare minutes of meeting on National WASH Sector Coordination meetings, with the inputs and endorsement of all WASH agencies and partners.

iv.        Develop monthly dashboard on WASH Sector Situation Report for further sharing and distribution to the WASH agencies with the approval and endorsement of the Director of Water, Ministry of Energy and Water.

v.         Prepare the TORs for each technical working group under WASH Sector Coordination with clear objectives and performance indicators to better measure them.

3.3 Strategic planning:

i.          Provide open discussion to develop strategies, coordinate the planning and implementation of WASH and consult based on the strategy and planning issues of the key sector (e.g. review and update of the Water Sector Development Programme; next planning of the TWG; revised strategy of the Universal Access Programme; etc.)

ii.         Identify potential gaps, analysis, and provide technical advises for improvement

iii.        Dissemination of minutes of meeting with clear action plan for each participant and WASH Sector Working Group member.

iv.        Assess the existing structural framework within WASH Sector Working Group and provide technical support to minimize gaps.

v.         Organize and support Director of Water, within the Ministry of Water and Mining in organizing national WASH annual review and planning meeting, with clear task and action plan.

vi.        Prepare the TOR for each technical working group with objectives and performance indicators to better measure them

vii.       Conduct visit to provinces, and facilitate the establishment of WASH Sector Coordination at provincial level

3.4 Implementation and monitoring:

i.          Assist the Director of Water, Ministry of Water and Mining in organizing WASH Sector events in coordination of WASH Sector Working groups.

ii.         In close coordination with the Ministries involved, provide technical guidance to review critical aspects of supporting the work of the WASH sector Working Group. Convene WASH Sector stakeholders to contribute to the same review.

iii.        Facilitate discussion with specific technical department and prepare the TORs for each technical working group with objectives and performance indicators to better measure them, for instance with Ministry of Education on WASH in Schools, and with Ministry of Health on WASH in Health Facilities.

iv.        Conduct quarterly workshops with UNICEF, government partners, donors, and key stakeholders

v.         Prepare and submit a monthly and final advisory report, in accordance with UNICEF standards, documenting the process, recommendations and lessons learned

3.5 Information Management (IM) and Knowledge Management:

i.          Monitor, analyses and communicate information. Develop and maintain minimum quarterly WASH Coordination Template to indicate who does what, where and where for WASH Sector working group.

ii.         The template for WASH reporting matrix to be agreed and endorsed by WASH Sector working group.

iii.        Setting up database and contact list of all active WASH partners, contact persons, telephone number, and key WASH agencies.

iv.        Establish WASH Dashboard for Angola, which consist of WASH situation in Health Facilities, Schools, Provincial (and District Level if necessary)

To qualify as an advocate for every child you will have…

  • Advanced technical university degree in Civil Engineering, Public Health, Water Resources Management, Water and Sanitation or Environmental Engineering or a closely related discipline from a Recognized University
  • A minimum of [5 years] of relevant professional experience in fields relevant to WASH related programmes in developing country work experience (for IP) or field work experience (for NO)
  • Relevant experience in either WASH coordination in emergencies or/and WASH sector coordination in development context is essential
  • Additional relevant post-graduate courses that complement/supplement the main degree is a strong asset
  • At least one three-month deployment mission in a humanitarian situation (with UN-Govt-INGO) is desirable.
  • Knowledge of the latest theories, technology, and practices in community-based sanitation i.e: urban water and sanitation systems and technology, hygiene education or latrine construction and waste management
  • Knowledge of Institutional water conservation programs, global climate, and WASH Sector coordination systems.
  • Experience in working with an international organization or the UN System or government is desirable.
  • Fluency in English and Portuguese, verbal and written.
  • Excellent report-writing skills, update, and preparation of WASH IM (information and management).

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
