- Purpose of consultancy
The purpose of this consultant is to support the rollout and implementation of dissemination and visualization data reporting from Information Management activities in Somalia, support response in the multiple emergencies ongoing in Somalia with a focus on support to the Public Health Information Systems.
- Background
In all countries experiencing emergencies, WHO works in support of and in close collaboration with the national and local health authorities to lead a coordinated and effective Health Cluster response, together with the national and international community. WHO’s work in emergencies aims to save lives, minimize adverse health effects, and preserve dignity, with specific attention to vulnerable and marginalized populations.
The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. Engagement with the International Health Cluster IMO, WHE IMO, local authorities, UN partners, NGOs, and non-health actors is required to further establish strategic partnerships in respect of multi-dimensional information management processes in support of Public Health Information Systems (PHIS) with a specific focus on HeRAMS.
- Deliverables
- Collect information and analyze indicators necessary for the Design and development of data visualization portals and dashboard
- Generate regular product for the main health indicators, reports to track the health of the population and assess the impact of the interventions.
- Generate regular progress reports and present them to the HIM team during the consultancy.
- Collect necessary data and indicators necessary to Design data collection tools
- Analyze health data using DHIS2 including data quality checks
- Provide information management input into the planning and data/information management using DHIS2.
- Provide standard design for SharePoint frontend.
- Maintain and fix the WHO dashboard and portal during the consultancy period.
- Qualifications, experience, skills and languages
Educational Qualifications:
Essential: First university degree in public health, statistics, epidemiology, social sciences, information or data management, or a related field
Desirable: Post-graduate degree in public health, statistics, epidemiology, social sciences, information or data management, or a related field.
- Specialization in information management systems. Specific training in humanitarian response emergency information management
Experience
Essential: Up to 5 years’ experience in areas related to effective programme management, monitoring, needs assessment, project management, data management, and information dissemination in the public health sector or health development sector, part of which is in an emergency management or humanitarian context.
- Previous experience on analysing Somalia context and main actors, including institutional authorities.
- Previous experience working with vulnerable populations in Somalia.
- Previous experience in developing in depth and detailed Situation Analyses.
- Experience in developing and promoting collaborative partnerships.
Desirable: Relevant work experience in WHO, and other UN agencies; experience working in relevant non-governmental or humanitarian organizations.
Experience in developing countries.
Skills/Knowledge:
- Report-writing skills (in English);
- Strong analytic skills;
- Excellent communication and time-management capacity;
Languages and level required (Basic/Intermediate/Expert):
Excellent knowledge in English and Somali is required

- Expected duration of contract (Maximum contract duration is 11 months per calendar year): 11 months.
