OBJECTIVES OF THE PROGRAMME

The overall objective of VID Programme in the WHO African Region is to provide leadership and action to promote national adoption, adaptation, implementation, and monitoring of global and regional standards towards the prevention of violence against children and women, and the prevention of injuries and deaths from road traffic injuries in Member States. It supports countries to strengthen rehabilitation in health systems, advancing the Rehabilitation 2030 agenda, and enhance the quality of life of persons with disabilities. It develops, implements and monitors multisectoral, integrated, evidence-based, and people-centered policies, strategies, and plans; and strengthens the capacity of national health systems to deliver violence prevention, road safety, disability, and rehabilitation programmes. These include addressing the barriers to access to services such as health care, rehabilitation, support and assistance, education and employment, and enacting relevant legislation, using WHO technical packages such as INSPIRE, a set of strategies to reduce violence against children; and monitoring and reporting on the implementation of national, regional and global targets and commitments to address violence prevention, disability and rehabilitation in countries. The Programme also builds the capacity of Member States to develop and implement national road safety policies, legislation, plans and programmes in line with the UN Decade of Action on Road Safety 2021-2030 and other relevant Sustainable Development Goals through implementation of a set of prioritized interventions to reduce road traffic injuries and deaths, such as the SAVE LIVES package.  The goal is to enable countries in the WHO African Region to develop and implement evidence-based policies and strategies that will help them achieve universal access to high-quality, integrated, health services; increase the coverage and quality of effective interventions; and measure the impact of those strategies and interventions.

DESCRIPTION OF DUTIES

The incumbent will be expected to perform the following duties:

  • Provide technical support to Member States to assess the situation, develop, review, implement and evaluate their national policies, strategies and action plans that address disability and strengthen rehabilitation utilizing WHO guidelines and resources, ensuring people-centred approaches across the life course to address the priority health problems of different population sub-groups;
  • Build the capacity of, and provide support to, WHO country offices and Member States to strengthen the delivery of inclusive health and rehabilitation services for all the population, with a focus on integration of rehabilitation into health planning, priority packages of care, primary health care, and emergency preparedness and response;
  • Support implementation of normative guidance that increases access to quality and effective rehabilitation and inclusive health services at all levels, including tertiary, secondary, primary and community delivered healthcare;
  • Provide tailored advice on the identification of human resources for health needs, training, and the development of national institutions, using innovative approaches and technologies in the area of disability and rehabilitation;
  • Advise and support the integration of rehabilitation and disability data into health information systems, and support surveillance, epidemiology and health surveys related to rehabilitation and disability;
  • Support strategic alliances and networks, collaborate with key partners with a view to strengthening joint activities and mobilizing resources that accelerate efforts in the region that address rehabilitation and inclusive health;
  • Collaborate on cross-cluster initiatives on disabilities and rehabilitation within WHO/AFRO, HQ and Country Offices;
  • Contribute to resources mobilization and advocacy activities in support of the implementation of WHO and AFRO Resolutions in collaboration with other technical programmes, External Relations, Partnerships and Governing Bodies (EPG) team and WHO Country Offices;
  • Perform other responsibilities, as assigned by supervisors, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential: Degree in Medicine or a Rehabilitation profession with postgraduate training in Public Health.

Desirable: Training in an area related to assistive technology and disability inclusion.

Experience

Essential:

– A minimum of 7 years’ experience in managing rehabilitation and/or disability programmes;
– Experience working with stakeholders in disability/rehabilitation and or primary health care.

Desirable:

– Work experiences that are diverse, incorporating private sector, NGOs, other UN, or governmental Health related agencies will be an advantage;
– Experience in development and implementation of road safety policies integration of assistive technologies in health care.

Skills

– Technical and programmatic knowledge in the areas of the Disabilities and Rehabilitation;
– Demonstrated ability to provide clear advice and guidance to multiple stakeholders and partners on the prevention of injury and violence;
– Deep and broad knowledge of public health.

Working level of computer literacy with proven ability to use standard office software packages, including eHealth tools.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3,338 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
