Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is K 821,470 ( Zambian Kwacha) yearly.

Introduction

The Monitoring and Evaluation Officer will work on the project on on Reducing Child Labor and Forced Labor in Critical Mineral Producing Communities in Zambia funded by the US Department of Labour’s Bureau of International Labor Affairs (ILAB).

The Monitoring and Evaluation Officer will be responsible for the implementation of the Comprehensive M&E Plan for the project. He/she will contribute towards knowledge management including documentation and dissemination of lessons learned, good practices and recommendations for targeted piloted and scalable activities; and contribute to technical progress reports and support with the planning and implementation of internal and independent evaluations.

The project aims to meet the following Outcomes:

Outcome 1: Increased capacity of government to address child labor and forced labor in critical mineral producing communities.

Outcome 2: Increased resiliency of members of vulnerable households in communities producing critical minerals.

The project will work in mining communities in two of the following provinces: Northwestern, Copperbelt, Central and/or Luapula. The project will use an integrated area-based approach to address child labor and promote sustainable community solutions to reduce the impact on children in relation to increases in the demand for critical minerals.

The project will conduct two needs assessments:

(1) Within the first six months of award, the grantee will refine the proposed strategy related to Outcome 1 by conducting a needs assessment that includes consultation with government stakeholders to determine geographical areas to improve government capacity to address child labor and forced labor in mining communities.

(2) Within the first 12 months of award, the grantee will carry out an in-country needs assessment to assess, refine, and/or validate the proposed strategy for Outcome 2 and to inform the design and delivery of interventions. This needs assessment should use a participatory approach to identify the needs of households vulnerable to child labor and forced labor in project areas, the communities and households that should be targeted by the project, how they should be reached; how the project can effect sustainable change; and how the context might affect the delivery, uptake, and outcome of the activities, including potential risks.

The project will support regional engagement and collaboration between Zambia and the Democratic Republic of the Congo along the borders of the two countries to address child labor and forced labor where they have similar interests in the production and transportation of critical minerals. The project will also work with the Southern African Development Community (SADC) to assist with the cross-border engagement and collaboration.

Reporting lines: 

The incumbent will work under the overall supervision of the ILO Country Office Director for Zambia, Malawi and Mozambique (CO-Lusaka), the Monitoring and Evaluation Officer will report and be under the direct supervision of the National Project Manager. He/she will receive technical guidance and support from FUNDAMENTALS’s Research and Evaluation Unit and from the regional M&E Specialist in ROAF. He/she will also benefit from exchange with other M&E officers working on USDOL funded project in Africa, through a community of practice.

Description of Duties

1.    Assist the National Project Manager and the project team in the implementation of the project by providing technical inputs, particularly in the areas of planning, monitoring and evaluation and knowledge management.

2. Lead the planning and implementation of the project participatory Comprehensive M&E Strategy (CMES) including:

  •     Formulate, jointly with the project team and stakeholders, the CMES Document
  •     Develop the semi-annual technical progress reports and a final technical report for the submission to the donor and ILO (i.e., PARDEV).
  •     Design and roll out of data collection tools (with quantitative and qualitative dimensions) considering gender disaggregation of data.
  •     Development and implementation of quantitative and qualitative baseline and endline outcome studies as requested.

3.    Train the project team and stakeholders in the implementation of the CMES as a management, learning and reporting tool.

4.    Undertake regular visits to the field to support implementation of monitoring and evaluation, check for quality of data produced, and to identify where adaptations might be needed. Monitor the follow up of evaluation recommendations with Projects’ Team.

5. Supervise the implementation of the two needs assessment requested by the donor to determine the geographic areas and to validate the interventions

6. Review on an on-going basis the quality of the data reported on indicators and ensure gender disaggregation of data.

7. Track project performance based on relevant indicators for reporting to ILO and the donor and to support the project management and ensure the mainstreaming of gender in the project.

8. Implement the knowledge management strategy linked with the CMEP that includes:

  •     Develop a methodology for evidence-based documentation of process and results of innovative models of intervention towards systemic change.
  •     Developing modalities for regular exchanges of learning into project workflows and activities, both amongst the project team (face-to-face and virtual meetings, discussions and webinars etc.) and between the project team and key stakeholders (face-to-face and virtual meetings and discussions, document management, etc.);
  •     Identification, recording and dissemination of evidence-based lessons learned and good practices throughout the life of the project.
  •     Mechanisms to enhance the knowledge management function on child labor in key stakeholders in the target countries and at regional level including aspect of governance, knowledge transfer, electronic accessibility and other aspects of a knowledge management strategy beyond the life of the project.

9. Support technically the implementation of the mid-term and final evaluations of the project, including inputs in TORs, promote participation of stakeholders in the whole evaluation process, and technical support during their implementation and ensure the dissemination of findings, lessons learned, good practices and recommendations.

10. Any other relevant asks as assigned by the Supervisor

Required qualifications

Education

First level university degree in monitoring and evaluation, statistics, demographics, public policy, international development, economics, or related field.  An advanced certificate or master`s degree in M&E, statistics, economics, or international development would be an advantage.

Experience

At least three years of progressively responsible relevant professional experience and in a senior M&E position responsible for implementing M&E activities of international development projects.

  •     Experience in planning and managing various studies; for example, performance evaluations, baseline studies, case studies, and gender/diversity-related studies.
  •     Experience designing and managing multiple disaggregation variables for participant monitoring and database systems, including gender and age.
  •     Experience working in a USDOL funded project would be an advantage, as would previous experience working in the region with projects related to child labour.
  •     Experience in strategic planning and performance measurement, including indicator design, target setting, reporting, database management, and developing M&E and performance monitoring plans.
  •     Experience in designing and administering data collection tools, conducting data entry, data cleaning, data processing, and analysis.
  •     Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
  •     Experience managing and providing ongoing training to M&E field officers and/or subrecipients.
  •     Experience with data quality assessments and oversight.

Languages

Excellent command in English required.

Competencies

  •     Good knowledge of financial rules and regulations.
  •     Ability to work effectively in a team. Excellent interpersonal skills. Tact and persuasiveness in dealing with people.
  •     Strong communication skills, both written and verbal, including the ability to write accurate reports.
  •     Ability to train and build capacity of colleagues and partners in M&E systems.
  •     Ability to work independently with minimum supervision.
  •     Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory and inclusive behaviour and attitudes.

This position is contingent on the award decision from the U.S Department of Labor’s Bureau of International Labor Affairs (USDOL-ILAB).
