STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography, or other related field, or First University degree with additional years of related work experience and/or training/courses.

ORGANIZATIONAL CONTEXT

Following the results of the recent Acute Food Security Classification (IPC) exercise in Mars, which showed that 4.9 million people are food insecure, WFP’s response is expanding in line with the challenges of dealing with insecurity and armed conflict in vulnerable areas. As a result, there is an increasing need for monitoring efforts, both programmatic and household vulnerability. The challenges of targeting and vulnerability monitoring are becoming increasingly critical in a resource-constrained environment. WFP Haiti is therefore seeking a VAM Officer to support the RAM Unit in dealing with these analytical challenges through in-depth data analysis for decision-making, data visualisation and improvement of the targeting process and needs assessments.

JOB PURPOSE

To generate and/or contribute to the VAM evidence base that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analyses, programme design, targeting, cost-effectiveness, and operational efficiency).

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the head of RAM and in collaboration with the VAM Officer, the incumbent will:

1. Provide technical advice and support WFP and its partners on matters pertaining to food security and nutrition strategies, policies, programmes, and facilitate the timely and productive use of related outputs in a manner that complies with WFP standards and processes.

2. Contribute to the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.

3. Manage and/or conduct food security, nutrition, markets and resilience analysis and prepare timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes.

4. Strengthen the linkage of VAM data and analysis among other units in the country office and support digitisation of VAM data and the visualisation of such data in Tableau or DOTs. Contribute to develop emergency preparedness, early warning and early action products and enhance collaboration with stakeholders including the relevant government institutions and partners.

5. Contribute to the development of programme activities, providing technical analysis, interpretation and recommendations to facilitate food assistance needs to be met effectively.

6. Provide coaching and guidance to VAM staff as required to ensure appropriate development and enable high performance.

7. Support the monitoring and evaluation of WFP activities, providing technical analysis, interpretation and information as required to support the assessment of activity impact.

8. Build capacity of WFP staff, partners and national government to conduct analysis on food security, nutrition, markets, resilience, and related topics to effectively inform policies and programmes.

9. Provide support to relevant partners that are focusing on food security and nutrition to enable sharing of experience, lessons learned and best practice.

10. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

  • Leads all aspects of surveys including design, implementation, analysis, findings and reporting. Ensures that assessment findings are easily translated into operational programmatic response.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Experience

At least 7 years (of which 2 international) of postgraduate progressively responsible professional experience in food security, vulnerability analysis or a closely related area, such as food security information management systems.

  •  Has led HHs-based surveys, multiple food security, marketing, essential needs and/or nutrition assessments in countries, including the design, data collection and analysis to inform decision making.
  •  Has track record in Statistical analysis using SPSS/STATA/R.
  •  Has solid track record of report writing, proof editing with Indesign, Publisher
  •  Has experience in designing Data Visualization (with Tableau / DOTs).
  •  Has experience in partnership building and capacity building for national partner.

Language:

International Professional: Fluency (level C) in both oral and written communication FRENCH Or ENGLISH. Ability to draft professional reports without the need for additional editing before publishing.
