ORGANIZATIONAL CONTEXT

In May 2019, the Government of Angola signed an MoU with WFP requesting technical support for strengthening capacity for vulnerability analysis, food security and nutrition monitoring. With extensive proven experience in food security analysis evidenced through the integrated food security phase classification (IPC), and Vulnerability Analysis and Mapping, as well as with the support that WFP is currently providing to the SADC-Regional Vulnerability Assessment and Analysis programme (RVAA), WFP is well suited to lead this project aiming at improving the technical coordination and the provision of detailed systematic food security analysis in Angola.

JOB PURPOSE

Under overall supervision and the technical guidance of the VAM Officer in Angola, the Vulnerability Analysis and Mapping Assistant (VAM) and with certain degree of independence provides well prepared, analytical work, supports projects with focus on food security and vulnerability issues. Provides effective technical support in conducting assessments, food security monitoring, maintains databases, etc; builds effective collaboration with other WFP units; supports, trains staff on food security and vulnerability; guides and/or supervises General Service staff.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute to the development of VAM projects and activities, plans and processes, ensuring alignment with wider WFP Angola VAM policies and guidance.
  2. Support the development of systems and tools for the food security and nutrition monitoring and various type of assessments of food assistance needs in line with VAM methodologies and best practice.
  3. Support the preparation of timely reports on various food security and nutrition assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making.
  4. Provide assistance on the coordination of data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  5. Co-facilitate training of enumerators for food security and nutrition assessments in the province and municipality level.
  6. Data entry and maintain databases on food security, market prices, acute malnutrition and relevant macro-economic indicators on regular basis.
  7. Analyze geographic patterns of food insecurity and vulnerability by integrating primary food security data with other sources of data in the Geography Information Systems (GIS) environment.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Knowledge  and  experience  of  the  WFP  or  UN  agencies  and  public  sector  (Ministry  of Education) especially on socio-economic development activities
  • Ability to communicate clearly both orally and in writing;
  • Ability to work in a team (Local authorities and WFP), and establish effective working relation with person of different national and cultural backgrounds;
  • Knowledge of spreadsheet software, such as Excel is an asset;
  • Experience   in   M&E   systems,   data collection and  analysis,   preferably   relevant   to   specific   area   of development activities;
  • Demonstrated capacity/hands-on experience in capacity building of field staff is desirable;
  • Willingness to work either at municipality level.

STANDARD MINIMUM QUALIFICATIONS

Education:University degree in economics, agriculture, geography, nutrition, rural development and or similar relevant discipline.
Experience:At least two years of professional experience in food security and/or nutrition assessments and analysis or a closely related area, such as food security or early warning system.
Knowledge & Skills:Households data collection, processing and analysis, report writing. Working knowledge of SPSS and GIS is highly desirable.
