Job Purpose:

To champion data literacy and awareness by imparting data visualization skills as well as the daily maintenance of Somalia Country Office Analytics and on demand data reports.

Key Accountabilities (not all-inclusive)

Under the supervision of the Head of TEC, the incumbent will be undertake the following responsibilities:

  1. Develop and deploy IT systems aligned with business needs ensuring compliance with WFP IT policies, procedures and overall information management strategy.
  2. Participate in identifying business needs and propose well-researched ideas (by maintaining up-to date knowledge of technology products) for new or improved systems and solutions that assist in meeting WFP objectives.
  3. Write detailed technical specifications for incoming and existing applications ensuring traceability back to source requirements. Adopt technical documentations for them for quality, accuracy and comprehensive coverage of functionality.
  4. Install, configure and customize IT systems, integrate and migrate data between systems ensuring compliance with WFP’s IT standards, guidelines and procedures.
  5. Adhere existing applications to WFP standards and follow the entire release process providing early life support managing incoming developments; maintain and support these solutions for proper use.
  6. Provide support to users, analyse and resolve issues and enhance IT systems following IT policies, procedures and standards.
  7. Deliver training on new and existing IT functionalities and provide continuous user support for capacity building.
  8. Contribute to technical specifications supporting the procurement of IT products and services following WFP rules and regulations.
  9. Engage with business units to identify, design and implement business process automation tools using Office365, EasyVISTA or customized source code.
  10. Develop flows according to corporate guidelines hosted on corporate Share-point site adopting low code no code where possible.
  11. Liaise with vendor technical teams and coordinate existing and new software developments by providing SDLC technical recommendations and guidelines that will ensure their quality or adherence to WFP corporate standards and tools; manage their reliability where hosted – Amazon AWS, MS Azure or other WFP approved hosting environments; assure vendor LTAs and SLAs.
  12. Perform other ICT related duties as assigned.

Minimum Role Requirements

Education: Advanced university degree in Computer Science, engineering or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

Experience: Minimum of 3 years of postgraduate professional experience.

Knowledge and Skills:

  •  Advanced training and/or experience in software development, business analysis and client support.
  •  General knowledge of UN system policies, rules, regulations and procedures is desirable.
  •  Knowledge of data collation and report creation on IT/TC investment costs for decision making by stakeholders.

Language: Fluency in oral and written communication in English and Somali (proficiency/level C).
