EpiC Lesotho Senior Technical Officer

We are currently seeking qualified candidates for the position of Senior Technical Officer for the EpiC project in Lesotho. The position will be based in Maseru, Lesotho.

EpiC Lesotho Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control. EpiC provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. The EpiC program in Lesotho will continue to build upon the successes of the LINKAGES and EpiC program achievements in Lesotho to expand HIV case finding in the community, optimize treatment initiation and support treatment continuity and accelerate scale up of PreP among Key Populations (KP) with new strategies including large numbers of priority populations (PP) associated in and around KP communities and gathering spaces. The program will continue to strengthen the capacity of local KP partners to deliver services to Key Populations (men who have sex with men, female sex workers, transgender people, people who inject drugs and inmates) in two districts, Maseru and Leribe in Lesotho, and expand priority population services.

Job Description

Reporting to the Senior Technical Advisor, the Senior Technical Officer (Key Populations), is responsible for providing technical guidance and oversight to the local implementing partners for effective planning, implementation, monitoring and evaluation of the HIV prevention, care and treatment interventions in Maseru and Leribe districts, in line with the global, regional and local guidelines and protocols. With specific focus on supporting the HIV prevention, care and treatment interventions for key population program activities under the project, the incumbent will be responsible for supporting:

  • development and implementation of innovative social mobilization and demand creation interventions for increased identification, mobilization and reach of Key population in the two districts;
  • provision of technical guidance and oversight for provision of HIV prevention, HIV testing, and care and support services at the program sites;
  • strengthening of referrals and linkages to care and DREAMS activities for Key population across the whole continuum of care, from HIV testing to enrolment and retention in HIV care; and,
  • adherence and retention for Key population enrolled in care in Maseru and Leribe districts.
  • coordination of implementing partners and work plan tracking
  • timely troubleshooting and resolution of program-related challenges and bottlenecks to ensure effective implementation of planned activities and achievement of program results and targets;
  • technical capacity building and supervision of the local implementing partners;
  • documentation and dissemination of program results and lessons learnt.
  • participation in the EpiC Lesotho’s sub-granting and sub-contracting management processes.

Position Description

  • Support EpiC Lesotho’s sub-granting and sub-contracting management processes including participation in the review of milestones and deliverables submitted by the local implementing partners
  • Contribute to the preparation of program reports; and, participate in the documentation and dissemination of project results, lessons and areas of best practices;
  • Work in close liaison with the SI teams and Nurse to regularly track reporting of program results for the Key population program activities; to participate in data verifications; and, to support periodic monitoring and review of progress towards achievement of program milestones and targets.
  • Undertake targeted, periodic supportive supervision to the local implementing partners to promote increased mentorship, joint problem-solving, effective communication and overall improved work performance at program and site levels;
  • Lead the mobilization of program partners and stakeholders, and establishment of partnerships, collaborations and synergies for improving program implementation and development;
  • Support development of effective strategies to improve linkages and referrals of key populations to HIV prevention, treatment, care and support services available at both facility and community levels in the two districts:
  • Support local implementing partners for provision of high-quality HIV prevention, HIV testing, PrEP and ART support for adherence and retention in care services for Key population reached in the program;
  • Support development and implementation of innovative social mobilization and demand creation activities for increasing the demand and uptake of HIV prevention and linkages to care and treatment, SHRH services among key population in Maseru and Leribe;
  • Support the development and/or updating of the work plans, guidelines and standard operating procedures for guiding effective delivery of program activities, and for ensuring compliance with the global, regional and local guidelines, protocols and service delivery quality standards across the program delivery sites;
  • Identify and map different categories of KPs in the targeted geographic areas in the targeted community councils and work with sub partners to continue integrated service delivery as guided by annual plans and the donor.
  • Participate in supporting sub partners to take part in the district partners or stakeholders’ engagement to ensure that progress on programmatic achievements are shared and challenges which could benefit from synergies from collaborations with other implementing partners are discussed.
  • Participate in the data capturing of the program results, data cleaning and to enable reports related to Key Population activities, including weekly, monthly and quarterly progress reports, as appropriate.
  • Identify the technical capacity gaps,  develop the programmatic capacity building plans, support and tracks the capacity building efforts provided to sub partners to ensure trends of capacity improvement are documented.
  • Identify where technical support to project partners is required and in collaboration with the SI and Nurses conduct refresher trainings.
  • Collect data on regular basis to measure achievement against the performance indicators, check data quality, participate in data verification, maintain and administer the M&E databases.
  • Together with SI team and Nurse implement routine monitoring and evaluation system in KPs to demonstrate program effectiveness and inform program improvement over time.
  • Participate in progress meeting and support partners to use data for programmatic decision making.
  • Supports implementing partners with expansion and reach to new locations, within expanding social/sexual networks, and target groups including prison inmates and People Who Inject Drugs (PWIDs).
  • Contributes to the achievement of high-quality results in accordance with the targets identified in the work plan and Performance Monitoring and Evaluation Plan.
  • Contributes to program quality according to FHI 360 standards including quality assurance and quality improvement initiatives.
  • Remains informed on current state-of-the-art programs in the HIV/AIDS care and treatment field with focus on Key Populations and priority populations associated with KP.
  • Roles and responsibilities outlined above provide insight of expected roles any other duties maybe assigned by the supervisor.

Minimum Qualifications:

  • A minimum of a bachelor’s degree in health, or social sciences, or related fields, with a minimum of 6 years’ experience in similar role with demonstrated key population group technical expertise.
  • Ability to communicate complex technical and programmatic initiatives and interventions both verbally and in writing.
  • Ability to take initiative and able to work with limited supervision in a dynamic multi-cultural environment.
  • Ability to be proactive, strategic, and analytical when solving problems.
  • Strong data analysis skills.
  • Ability to uphold the organizational values and align with its mission.

Additional Requirements

  • Experience implementing community-based HIV and AIDS prevention, care and support programs.
  • Experience of working in USG/USAID -funded programs.
  • Experience in providing training, mentorship and coaching to external partners.
  • Experience in providing technical support to HIV/AIDS-related programs to external partners.
  • Experience with HIV and AIDS interventions for key populations will be an added advantage.
  • Strong and demonstrated experience in supporting HIV prevention, care and support programs in Lesotho and in the region.
  • Strong understanding of the global, regional and local HIV prevention, care and support protocols and guidelines.
  • Experience in monitoring programmatic, technical, and operational statuses of multiple programs.
  • Willingness to work the unusual schedules (activities at night, weekends and outside normal working hours)
  • Experience in M&E protocols, best practices, and database administration.
  • Experience in writing technical and programmatic reports for internal and external distribution.
  • Excellent oral and written communication skills.
  • Proven ability to work effectively and independently as a member of a dynamic team in a fast-paced environment.
  • Added competency experience in the use of Microsoft Word, Excel, PowerPoint, Outlook and Internet skills.
  • Must have a valid Code B drivers’ license.
  • Ability and willingness to work flexible hours, and to travel domestically, and on short notice when necessary.
  • Experience working in HIV prevention, care and support programs for key populations will be an added advantage.
  • Experience overseeing and coordinating with international field offices preferred.

The position will ideally be based in Maseru, Lesotho and work out of the FHI 360 office. Preference is for Lesotho nationals.
