The Government of the Gambia has received financing from the African Development Bank, toward the financing of the Vulnerable Youth and Women Support Project (VYWOSP). The project aims to provide vulnerable groups, particularly out-of-school youth, and women, with market-oriented skills and access to a range of services (non-financial, basic social services) to tackle the multidimensional aspect of poverty and vulnerability.
To realize efficient and effective results, the management of the National Social Protection Secretariat needs accurate and up to date Project Manager (PM) to assist the Project Coordinator in providing managerial, leadership to the project, manage and support the day-to-day activities and resources of the project, with special emphasis on coordination, networking, management, and monitoring of the project activities.
Duration of the contract
The Project Manager will be initially recruited for a contract of one year, renewable subject to satisfactory performance for the entire duration of the project implementation. The PM will be fully integrated into the project management unit.
Qualification and Experience Required
All Interested candidates must provide adequate and appropriate information, demonstrating their qualifications and relevant experience to perform the above-mentioned services. Qualifications and Experience required are the following:
- An advanced degree (master’s at least) in Social Sciences or related field.
- At least five years’ experience working on project management and implementation.
- Knowledge and experience with project management bearing in mind results-based management.
- Proven knowledge of rules and procedures of donors, including the African Development Bank, the World Bank, would be an added advantage.
- Excellent communication skills in English (both in oral and written)
- Verse knowledge of the Gambia community norms and setup is considered favourably.
- Experience working with women and youth groups will be an added advantage.
The National Social Protection Secretariat now invites eligible individual consultants to indicate their interest in providing these services. Interested consultants must provide an updated Curriculum Vitae (CV) and relevant documents indicating that they are qualified to perform the services.
Establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy Framework and Methodology for Bank’s Group funded Operations dated October 2015, which is available on the Bank’s website at http://www.afdb.org. Borrowers are under no obligation to shortlist any individual consultant who expresses interest.
