Consultancy Services for Monitoring and Evaluation Mueda – Nambungale SADC Sub-Regional Transport and Trade Facilitation Project

The Republic of Mozambique has received financing from the African Development Fund (ADF) toward the cost of the construction of the road Mueda – Nambungale as part of SADC Sub Regional Transport and Trade Facilitation Project and intends to apply part of the agreed amount to eligible payments under the contract for “Consultancy Services for Monitoring and Evaluation Mueda – Nambungale in Cabo Delgado Province”

The main objective of these services is to perform all the monitoring and evaluation aspects of the construction of the road projects Mueda – Nambungale under the SADC Sub-Regional Transport and Trade Facilitation Project.

The services under this consultancy shall include, but are not necessarily limited to, the following basic tasks:

  1. Ensure and the baseline data for the monitoring indicators of the project, as laid out in the PAR, is accurate and/or establish a new baseline, as needed;
  2. Take the lead on the project supervision reports required by the AfDB and other partners, as applicable, throughout the implementation period;
  3. Undertake an assessment on the impacts likely to be experienced during and after the construction of the road;
  4. Training and Knowledge sharing – Transfer the knowledge to ANE Project Implementation Teams (PIT) and local authorities on how to carry out baselines and impact surveys. This will include trainings and sessions in measurement of outputs, outcomes and impacts of road construction / rehabilitation;
  5. Draw lessons learnt from the Executing Agency and propose possible actions to help improve project implementation in similar conditions;
  6. Conduct meetings and workshops to inform both the stakeholders and mainly the local communities alongside the road on various steps of project implementation and the envisaged and attained results;
  7. Develop of strategic planning, and the monitoring for the evaluation of project activities (operational progress, outputs, and outcomes);
  8. Take the lead on producing a throughout mid-term report of the project;
  9. Take the lead on producing the project completion report, in accordance with the AfDB standards;
  10. Development of a systematic supervision system being applied for the future activities envisaged.

The duration of the assignment is twenty-four (24) months.

The National Roads Administration (ANE, IP) now invites eligible Consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group-Funded Operations” dated October 2015, which are available on the Bank’s website at http://www.afdb.org. A Consultant will be selected under Quality-and Cost-Based Selection (QCBS) method set out in the Bank Operation Procurement Manual, Part A, Volume 1, dated November 2018.
