Job summary :

Overview :

EGPAF intends to recruit a Monitoring, Evaluation, Research and Learning (MERL) Director for a forthcoming USAID-funded comprehensive HIV project in Eswatini. Reporting to the Chief of Party, s/he will oversee all aspects of monitoring, evaluation, research and learning and will be responsible for the technical oversight, design, implementation and monitoring of M&E systems in order to meet donor and national reporting requirements. S/he will also lead the MERL team to conduct targeted evaluations and operations research, including design, data collection, management and analysis. The MERL Director will be based in Mbabane, Eswatini.

Job Responsibilities :

  • Lead the development, implementation and refinement of the project’s M&E systems, tools and guidelines to continuously track and analyze project data against work plan targets ;
  • Oversee all aspects of project related research activities for data collection, analysis and dissemination for internal and external audiences ;
  • Provide leadership and supervision to the MERL team and build the capacity of staff through training and technical assistance in data collection, analysis, interpretation and research and learning ;
  • Identify, document and promote best practices and lessons learned in data management and research and evaluation among internal and external audiences and stakeholders ;
  • Contribute to work plans, quarterly and annual reports, financial reports, and other reports and papers summarizing project results and achievements ;
  • Establish and maintain close collaboration with research and intervention partners, and with in-country counterparts.

Required Qualifications :

  • Master’s degree in public health, statistics, monitoring and evaluation, or relevant field;
  • At least 8 years of experience in designing and implementing M&E systems for large-scale USG funded projects ;
  • Strong technical skills, including the ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, STATA, Access ;
  • Evaluation research experience, including applied knowledge of qualitative and quantitative research methodologies and qualitative and quantitative data analysis and interpretation ;
  • Strong team leader with extensive experience in staff management, capacity building, and working across competing priorities ;
  • Fluency in English.
