With support from the Government of Mozambique and international donors such as the Royal Netherlands Embassy, DFID, USAID, CIFF, and other private foundations, PSI has worked in Mozambique since 1995. We have implemented social marketing and behavior change communications to deliver prevention and treatment products and services across various health areas, including sexual reproductive health, HIV/AIDS, malaria, WASH, and cervical cancer. In Mozambique, PSI is leading the way in enhancing the private sector contribution to the health system and in developing the market for sanitation products in the northern region; supports the ministry of health in data use and quality assurance to boost the capacity of the health system to provide quality and sustainable healthcare; provides technical assistance to government and partners in advancing the self-care movement; steps up the adoption of digital health care solutions that bring care closer to communities. The program has an annual budget of approximately $8 million, five offices in-country, and 100 staff.

PSI seeks a Social & Business Change Director that will oversee the activities of a department or function within Mozambique. Lead departmental/functional strategy development and work planning and supervise the team responsible for implementation. This individual will serve as a subject matter expert internally and represent PSI Mozambique externally with donors, partners, and other stakeholders. Must be a natural-born communicator and have experience working in social and behavior change (SBC), with a proven track record in human-centered design with developed core skills across research, data analysis, portfolio management, corporate communications, and SBC planning and execution. Must be a tech enthusiast and have experience in developing innovative and impactful digital health solutions that are continuously improved using a combination of research, routine monitoring data, and programmatic dashboards. Above all, have an infectious energy for building empathy with our consumers leveraging their insights to design solutions that are tailored to their needs and desires.

Salary Range:

$83,000 (MINIMUM) – $104,000 (MID-POINT) – $125,000 (MAXIMUM)
The annual base salary range reflected above is in USD. * We value transparency and have provided the full salary range for this role. Actual base salary compensation may vary and will be determined by factors such as a candidate’s qualifications, experience, internal equity, external market analysis, and other business factors permitted by law. Hiring above the mid-point of the range would not be typical to allow for potential future salary growth. *Candidates approved to receive expatriate packages will receive the appropriate compensation and allowance package. For candidates approved to be hired directly through the local PSI office, pay and benefits will be commensurate with the role and practices of the local office, including payment in local currency.

Your contributions

  • Develop departmental/functional strategic priorities in collaboration with the Mozambique senior management team. Develop and oversee workplans and budgets to execute strategic priorities. Monitor deliverables and progress, course correcting when necessary. Drive the utilization of evidence-based tools, innovations, and best-practices to improve the department/function’s performance. 20% of Time
    • Lead the design and use of assessments and research, including market landscaping, market sizing activities, formative research, and consumer segmentation, in close collaboration with the Evidence department.
    • Lead the design and implementation of social and behavior change (SBC) strategies for both products and services, promote the appropriate and effective use of SBC methodologies to build programs and drive impactful execution of strategies.
    • Leverage the design and use of tech-enabled solutions to make the project delivery more efficient and effective, through the operationalization of the PSI Mozambique Digital Strategy. Oversee the design and implementation of PSI Mozambique’s corporate communication strategy.
  • Develop and manage strategic partnerships with external stakeholders and partners. Ensure effective collaboration between stakeholders and partners. Represent PSI Mozambique at internal and external meetings, conferences, and donor meetings. Pursue and develop responses to new business opportunities. 20% of Time
    • Lead program design through the rigorous application of “Keystone”, the PSI design framework, to inform annual planning and support the business development of PSI Mozambique.
  • Support capacity building of PSI Mozambique staff and partners engaged in activities related to area of expertise. 20% of Time
  • Assist the CR with other tasks and projects as necessary. Serve as member of the PSI Mozambique leadership team collaborating closely with other senior staff to improve overall programmatic and operational performance. 20% of Time
  • Supervise and develop team members. Make recommendations concerning employment, termination, performance evaluations, salary actions, and other personnel actions. Set team and individual goals. Prioritize, organize, delegate, and coordinate the flow of work. Enhance individual employee performance through frequent and timely communication and support. 20% of Time
    • Champion a consumer-centric approach to all activities – supporting teams in building empathy with consumers and translating insights into effective solutions
    • Lead a team of brilliant and enthusiastic marketing, communication, and development professionals across the full portfolio of PSI Mozambique programs – including water, sanitation, and hygiene (WASH), HIV, sexual and reproductive health (SRH), and malaria.

Time percentages listed above are not exact. They are estimates and may change. This is also not an exhaustive list of all tasks that an incumbent is expected to perform but is instead a summary of the primary responsibilities and requirements of the job. What are we looking for?

  • Bachelor’s degree (or international equivalent) in a related field.
  • Master’s degree (or international equivalent) in one of the following or related fields: public health, environmental health, adult education, health promotion or other related fields, or equivalent combination of education and work experience.
  • At least 10 years of related experience working with developing countries’ governments, CSOs, NGOs, and/or private sector. Equivalent combination of related education and experience may be substituted.
  • At least 5 years of demonstrated experience in designing and managing comprehensive behavior change initiatives that are based on the identification of influential behavioral determinants of behaviors for priority audiences. SBC Experience in WASH is required.
  • Experience with the development and use of consumer and provider-facing digital solutions is preferred.
  • Excellent diplomatic skills and proven ability to work effectively with government officials, partners, donors, and stakeholders at high levels.
  • Ability to monitor and assess performance of self, other individuals, and / or organizations to make improvements or take corrective action.
  • Demonstrated strategic thinking and planning skills, with emphasis on the ability to operationalize and oversee the execution of SBC and corporate communications activities.
  • At least 3 years of supervisory experience.
  • Advanced knowledge in relevant departmental/functional area.
  • Excellent leadership, employee development and management skills with demonstrated ability to collaborate and work across teams and roles. Knowing when to coach, when to advise and when to provide specific direction. Ability to persuade and motivate people and teams.
  • Excellent customer service, relationship building/management and consensus building skills.
  • Excellent analytical and problem-solving skills. Able to proactively identify opportunities, diagnose problems and develop client-centered and evidence-based solutions.
  • Excellent written and verbal communication skills in English. Portuguese language skills preferred.
  • Proficient in MS Office Suite (Word, Excel, PowerPoint).
