Context :

Plan International is an independent development and humanitarian organisation that advances children’s rights and equality for girls. We believe in the power and potential of every child. Yayasan Plan International Indonesia is presently implementing its country strategic 4 (CS4) for five years covering fiscal year 2018 to 2022, where the country objective has been defined as “to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society”. Plan will address five key child and youth rights issues, contributing to the implementation of the SDGs, four of which particularly affect girls and young women. The issues will be addressed through Programme Objectives anchored on the global outcome areas: Learn, Lead, Decide and Thrive. Interventions have been planned to achieve the Programme Objectives that are integrated across sectors, incorporate the three dimensions of the global Theory of Change (TOC), address climate change and disaster risks and involve a wide range of stakeholders at all levels.

W4W! Project :

Wired 4 Work! (W4W!) builds on Plan’s successful youth employment programs in Asia and Latin America. W4W! provides a step change in Plan’s youth employment programming while increasing reach, insights, efficiency, accessibility, replicability and customization of training through innovation and technology.

W4W! targets vulnerable youth, especially women, in Indonesia and the Philippines. For Indonesia, Indonesia needs an average of 3.2 million additional skilled workers per year, while budget allocations for non-formal (vocational) education are limited, leaving a significant number of youth untrained[1]. This is reflected in a youth unemployment rate of 17.8%[2]. Approximately 8.7 million women are unemployed compared to 6.1 million men, while poor women are likely to be unpaid workers (27% of women compared to 6% of men). Plan will target Jakarta, Semarang and Lombok where the program can build on existing engagement of Plan with the private sector and will benefit of employment opportunities for vulnerable youth.

Summary of Roles :

In view of the above, the Project Manager will be responsible to lead the functions in developing and implementing coherent, integrated and quality project for W4W! Project which includes DIP and work plan designing, implementation, reporting, monitoring and evaluations of the project.

She/He will also coordinate the implementation of overall project activities in order to achieve respective project’s target as well as to meet Plan’s core values. This position has authority limit up to Rp. 500.000.000

 

Dimensions of Role :

Financial measures or statistics relevant to post such as budget; list of direct and indirect reports

The position holder directly supervises three to five persons of project specialist or similar level positions who are assigned to manage different key areas of project implementation in the W4W Project. The span of indirect reports is within the range of 25 – 30 persons from the respective projects. The total annual budget that S/he supervises for implementation under different projects ranges from 1–2 million USD. She/He also represents Yayasan Plan International Indonesia in the concerned network related to implementation of the projects at national level and with donor agencies.

Typical Responsibilities – Key End Results of Position :

Key Result Area (KRA) 1:  Responsible to Leads the process of developing/ develop implementation plan of all projects with detail activities, operational processes and budget for field level implementation

Indicator for success:

  • Project detail implementation plan (DIP) is developed and approved before implementation starts;
  • Annual plans and budgets of all projects are finalized and approved; necessary revision is done and approval ensured.KRA 2: Ensures development of M&E framework of all projects to support comprehensive and quality monitoring of the project performance at community, partner and country level following corporate guide line of Plan and donor agencies.
    Indicators for success:
  • Approved M&E framework for all projects are in place before implementation starts;
  • Project Monitoring Implementation System is developed/established to generate information for monitoring and management decisionsKRA 3: Supports project partners overcoming operational constrains to ensure smooth implementation and to achieve agreed burn rate of the project budget 
    Indicators for success:
  • Operational constrained are identified through monitoring visits and required support channelled from internal and external environment as required
  • At least 95% burn rate of annual project budget is ensured in a consistent manner throughout the yearKRA 4: Establishes quality donor reporting system for projects by providing guidance, setting protocols and building capacity of the relevant project staff.
    Indicators for success:
  • Project reports to donors meets quality standards in terms of language and fed with appropriate field information;
  • Project reports meets donors deadlines and complianceKRA 5: Establishes organizational learning from project experience/ evaluation, contribute to the other projects and programs and to the development of project concept paper and assisting in identifying potential funding source to support achieving organizational target for income 
    Indicators for success:
  • Organizational learning protocol for projects is established by specifying the roles and responsibility and deliverables of the project team; learning from the project is incorporated in the specified decision making process for new project or strategy
  • # of project concept notes prepared, finalized  and awarded with the input of the incumbent;KRA 6: Establish and maintain Plan’s partnership with project key stakeholders; government authorities, private sectors entity and strategic associations by conducting advocacy necessary to support the achievements of the project objectives; and also establishing and maintaining networks at national and regional level to support incorporating global standard and learning into the projects 
    Indicators for success:
  • Issues for advocacy from the projects are identified; advocacy processes and protocols designed in consultation with concerned Program Advisors, National TVET Project Manager and Program manager, and ensured approval from Country Directors
  • Project has access in the identified govt. offices, private entities and strategic associations for collaboration and promoting its agenda.KRA 7: Provides basis for development of competent workforces for the projects by planning and supervising the deliverables of direct reports, training and motivating of project staff
    Indicators for success:
  • IAP PEA processes are completed in time for the project staff members; Team works are visible across the project implementation works;
  • Staff capacity building processes are initiated on time as per Plan Employee Appraisal Policy and Process; Project staff capacity is enhanced;
  • Periodical review and discussion with the staff are done for improvement in the staff performance.KRA 8: Ensuring active, reliable and good communication practices. Applied internal effective communication strategy between internal project staff and LEARN Program team, partners organization, Plan Regional Office and related NOs 
    Indicators for success:
  • Develop internal communication strategy for project staff, LEARN Program Team, Partners Organization, Plan Regional Office and Related NOs
  • Ensure the communication strategy is being applied effectively
  • Dealing with Problems:
  • The job holder needs to solve problems on operational constrains of the assigned projects by analysing and exploring both internal and external environments (i.e. Plan, donor, private sector, govt. official level),
  •  The job holder needs to set/establishes protocols/ process for smooth implementation of the activities and influences other persons at CMT as well as project teams on the same.
  • Take proactive stances in identifying and resolving conflicts among project teams and implementing partners; negotiate, motivate and supports drawing win-win outcomes.

 

Knowledge, Skills, Behaviors, and Experience Required to Achieve Role’s Objectives :

Education and experience :

  • Masters in Social Sciences or other relevant field;
  • Has at least 3 years’ experience in the youth employment issues;
  • Behaviors (Plan International’s Values in Practice);
  • Minimum of 5 years of experience in project management, including budget management, monitoring and evaluation and quality project reporting;
  • Minimum of 3 years experienced working in coordination with Government agencies/offices, youth groups, schools and teachers for project implementation, preferably in health promotion, gender equality and/or prevention of NCDs;
  • Demonstrated knowledge in international development tools: program logic, Monitoring, and community empowerment;
  • Demonstrated knowledge of gender transformative approach, gender-based violence, child rights, and inclusion;
  • Affinity to work with and for young people on improving their health and well-being
  • Understanding of Indonesia Government policies, laws, and institutions in public health, gender equality and Education;
  • Good oral and written communication skills in English and Bahasa Indonesia;
  • Ability to provide technical guidance and support staff;
  • Ability to function efficiently and effectively with little day-to-day supervision;
  • Demonstrated skills problem solving and people’s management.

Desirable :

  • Demonstrated experience in working with children and youth;
  • Experience in working in a multi-cultural organisation;
