1.       Background & Justification

Since 2016, the UNICEF Guinea-Bissau Country Office has employed the mWater data management platform and other data management tools to improve implementation, monitoring, and oversight. While originally mWater was deployed for the WASH sector, for example, to collect data for the Joint Monitoring Programme (JMP) Report, over the past three years it has increasingly been deployed across several sectors. Due to UNICEF’s success in efficiently collecting and communicating data in simple, easily accessible formats, there has been increased demand from government counterparts such as the Ministry of Education and the Ministry of Health to leverage mWater in additional social sectors. For example, in the education sector, UNICEF and the Ministry of Education used mWater to successfully monitor the distribution of crucial WASH supplies in real-time during the response to the COVID-19 pandemic and provided up-to-date information on school infrastructure. In the health sector, mWater was effectively leveraged to monitor and improve the efficiency of vaccine delivery, vaccine stock management, and community vaccination promotion.  mWater and other mobile-based data management tools, when effectively used, increase the efficiency of service delivery to the population.

2.       Purpose of the Job

Under the guidance and general supervision of the Deputy Representative, the Data Management Specialist supports UNICEF Guinea-Bissau to improve its internal monitoring and data management capability. It is also intended to position UNICEF Guinea-Bissau as a leader in the production, management, and application of high-quality data for children in Guinea-Bissau, particularly through strengthening existing structures and systems managed by the Government of Guinea-Bissau.

The Data Management Specialist will help UNICEF to strengthen key government data infrastructure, such as the Education Management Information System (EMIS), while also strengthening the ability of UNICEF programmes and their government counterparts to track the performance of partners and project implementation.  Systematized digital data collection within UNICEF program sections has the potential to improve inputs for community and youth engagement efforts as well as accountability to affected populations because these digital tools can be used to directly engage with beneficiaries.

In addition, the Data Management Specialist will expand UNICEF Guinea-Bissau’s effective use of data management solutions and platforms to both reinforce multisectoral program monitoring and to strengthen information sharing and data use through simple yet effective data visualization systems.

3.       Main responsibilities

The objectives of the TA over the 180 days assignment are:

  • Work with technical staff from relevant programme sectors to update the data management system to strengthen the collection, management, and application of data, with a focus on “real-time” data collected via mobile devices and managed through the mWater platform
  • Support the Access to Learning section by providing leadership and technical support to undertake a comprehensive school mapping of all schools in the country in partnership with the Ministry of Education, the National Institute of Statistics, and the Ministry of Planning.  This includes the design of data collection instruments, planning the data collection, training enumerators, undertaking quality assurance through the construction of dashboards for real-time monitoring of data collection, data cleaning, and development of mechanisms for sharing data with the Ministry of Education.
  • Support the WASH section during the CLTS, WASH in Schools, and WASH in Healthcare Facilities activities.
  • Liaise with the mWater platform staff to oversee improvements to the platform financed by the Country Office
  • Transfer skills to the UNICEF Guinea-Bissau national ICT or other designated person regarding software upgrades, data systems integration, and cross-platform management data, including RapidPro and PowerBI for birth registration.

4.       Key Results

  1. Provide data management support for Education Statistics (school mapping, EMIS, school infrastructure in schools)

Results:

  • Data collection instruments successfully developed, piloted, and validated in partnership and coordination with the Ministry of Education and INE
  • School mapping data collection is successfully planned, implemented, and completed, with daily oversight and quality assurance guaranteed by the Data Management Specialist
  • High-quality viable data is cleaned and available for all schools in Guinea-Bissau and is validated and accepted by the Ministry of Education, the National Institute of Statistics, and the Ministry of Planning.
  • Online data platform and data analysis dashboard developed and available to UNICEF and partners to enable a preliminary analysis of the school mapping data
  1. Update data and design of the mWater platform for expanded multisectoral data for new CPD

Results:

  • Implementation system for tracking sectoral KPIs for UNICEF GBOs ;
  • Review, validation and dissemination of SOPs for all data collected on mWater ;
  • Set of configuration, dashboard development and automated tabulation for program results established ;
  • Development and deployment of specific configurations and surveys ensuring the definition of quality control levels and streams.
  1. Support the WASH section during the CLTS, WASH in Schools, and WASH in Healthcare Facilities activities.
  • Support to regular data collection for CSI and KRC#8 indictors ;
  • Visualiztaion dashboards adaptation and optimization ;
  • Healthcare facilities and School JMP data calloecetion and update support ;
  • WASH-in-School intervention tracker dashboard development.
  1. Provide data management support for community health,  vaccination campaigns, and Nutrition

Results:

  • Community health monitoring and ASC follow-up tools designed, developed and deployed ;
  • PAV trained on statistic management and smartphone-based survey deployment ;
  • Visualization dashboards as required for reporting program activitie ;
  • Survey and dashboard setup for CRENI/CRENAG monthly reporting ;
  • Set up of visualization dashboard for community children’s early screening and mothers’ group discussion content sharing.
  1. Transfer skills to the UNICEF Guniea-Bissau CO national ICT and other designated personnel

Results:

  • Plan for the transfer of technical know-how
  • Terms of transfer with detailed instructions and training guide

To qualify as an advocate for every child you will have…

Education

An advanced university degree in one of the following fields is required: Data Sciences, Computer Science, Database Management, Engineering, Economics, Statistics, Monitoring and Evaluation, or another relevant technical field.

Work Experience

A minimum of five years of professional experience in relevant related fields such as programme database management, data collection and survey management, and quantitative research or a related field (monitoring and evaluation) is required.

Previous experience using the mWater platform or other smartphone-based monitoring tools (Kobo collect, etc) is required.

Language Proficiency 

Fluency in English and Portuguese is required.  Knowledge of French or Guinea-Bissau Creole is considered an asset.
