Scope of Work:

In line with the UNICEF 2022-2025 Strategic Plan, which aims to realize the rights of all children, including adolescents (and especially the most excluded), UNICEF Guinea-Bissau is recruiting a consultant to support the office to develop an Adolescent and Youth Development and Participation Strategy for the country office for the 2023-2026 period.

Effective adolescent and youth development and participation requires both working for and with adolescents and youth. Therefore, the strategy should include clear analysis and guidance regarding these two axes. UNICEF defines adolescent and youth participation and engagement as: “The rights-based inclusion of adolescents and youth in areas that affect their lives and their communities, including dialogue, decisions, mechanisms, processes, events, campaigns, actions and programmes – across all stages, from identification, analysis and design to implementation, monitoring and evaluation.” The fact that the children’s and adolescents’ rights are at the heart of UNICEF’s mandate, combined with this momentum around young people’s issues, has led to adolescent and youth engagement being central to UNICEF’s 2022-2025 Strategic Plan.

The proposed UNICEF Guinea-Bissau adolescent and youth development and participation strategy should be fully aligned with both existing UNICEF guidance, such as the 2022-2025 Gender Action Plan (GAP), the 2022-2205 Adolescent Girls Programme Strategy, and UNICEF Guidance on Consultation with Young People (2022), as well current programming in the UNICEF Guinea-Bissau Country Office (GBCO). In the current 2022-2026 country programme (CPD) cycle, UNICEF mainly works with youth in three areas:

Promoting adolescent girls’ health and nutrition, including the prevention, care, and treatment of HIV and AIDS, and access to quality menstrual health and hygiene (MHH) information and services.
Advancing adolescent girls’ right to quality education and to relevant learning and skills, including through skills building, to help adolescent girls transition to a world of safe, satisfying, and equitable work.
Protecting every adolescent girl from violence, exploitation, and abuse at school, in homes and in their communities, and preventing harmful practices, such as female genital mutilation (FGM) and child marriage and early unions.
Promoting adolescent girls’ advocacy for the rights of children, including engagement and mobilization on issues that directly affect children and adolescents.

To help better coordinate and integrate activities with/for adolescents and youth in all programme interventions, UNICEF Guinea-Bissau is looking for an experienced consultant to review the existing programmes with the view to develop a participatory, visionary, and implementable Adolescent and Youth Development and Engagement strategy to guide UNICEF Guinea Bissau’s strategy and programming with/for adolescents and youth until 2026. The strategy complements existing sectoral strategies, initiatives and programs targeting adolescents and children in the country and be relevant to the unique context of Guinea-Bissau.

The GBCO adolescent and youth development and participation strategy should provide the following information and guidance:

A comprehensive analysis of the situation of adolescents and youth in Guinea-Bissau, and the identification of UNICEF’s comparative advantage regarding adolescent and youth development and participation
A well-defined theory of chance (ToC) outlining how the GBCO can achieve significant results with and for adolescents and young people by 2026;
The identification of entry points for multi-faceted, multi-sectoral, integrated approaches to programming to ensure that the complex, overlapping bottlenecks negatively affecting adolescents and youth are addressed
A description of how the rights of the most vulnerable adolescent and youth populations, with a focus on adolescent girls, will be protected, promoted, and preserved via the implementation of the strategy;
A proposed approach for strengthening adolescent participation and engagement with UNICEF, government partners and civil society organisation;
A set of indicators to assess the extent to which GBCO is successfully implementing the strategy and delivering results with/for adolescents and youth.

To inform and develop the strategy, the consultant will:

  • Conduct a rapid review of all UNICEF guidance related to adolescent and youth development and engagement.
  • Conduct a review of current GBCO programming, including the 2022-2026 country programme document (CPD), programme strategy notes (PSNs), the 2022 annual report, project proposals, and other relevant documents to identify areas already working, entry points, and possible areas for convergence.
  • Conduct a comprehensive, systematic mapping/landscape analysis of existing organizations, partners, and initiatives in Guinea-Bissau responding to the needs of adolescents and youth, including platforms for children, adolescent, and youth engagement (at national, regional, sub regional, community levels, including school platforms). This should include a mapping of existing adolescent and youth networks/organizations and their focus and capacities, as well as a risk analysis of potential partners.
  • Organize continued, meaningful consultations with a representative cross-section of Bissau-Guinean adolescents and adolescent/youth organizations to:
    • understand how adolescents and youth perceive UNICEF’s work;
    • understand the priorities of adolescents and youth in Guinea-Bissau regarding sustainable development and children’s rights
    • understand the best ways for UNICEF, the Government of Guinea-Bissau, and civil society to interact and engage with adolescents and youth to ensure their meaningful participation in decisions that affect them
  • Identify UNICEF Guinea-Bissau’s comparative advantage in terms of adolescent and youth development and participation.
  • Review of best practices from other countries regarding adolescent initiatives in innovation and technology, sports arts and crafts and their financing mechanisms etc.

To qualify as an advocate for every child you will have…

  • Bachelor or master’s degree in social sciences or related fields.
  • At least 5 years of practical experience of working on issues related to adolescent engagement.
  • Prior working experience in Guinea-Bissau or West Africa
  • Experience in the UN Common System is desirable.
  • Experience supporting consultative processes in particular with children and adolescents
  • Strong analytical, quantitative, and qualitative research skills
  • Demonstrated ability to working in a multicultural environment and establish harmonious and effective relationships with national partners.
  • Proven ability to work under tight timelines.
  • Language: Proficiency in English and/or French is required. Knowledge of Portuguese is strongly desired.

CRITERIA FOR SELECTION PROCESS

Interested consultants should provide the following:

  1. Cover letter describing the candidate’s relevant experience with similar type of assignments (max 300 words).
  2. Updated Curriculum Vitae

 Include with your application:

  1. A Technical proposal

The candidate should submit a proposal explaining a short description of methodology or approach on how to deliver the assignment as per the TORs including field visits. The proposal should not be more than 5 pages long.

  1. A financial proposal

The applicant should submit a financial offer including a breakdown of their all-inclusive fees (including professional fees and travel costs for 5 days of domestic travel).

The final selection will be based on the principle of “best value for money” i.e., achieving desired outcome at lowest possible fee.

If not provided by the ToR, UNICEF will not reimburse costs not directly related to the assignment

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
