Standard Job Description

Assistant Representative – Programme Organizational Setting and Work Relationships The Assistant Representative – Programme will function under direct supervision of the UNHCR Representative. Advice and operational support may also be provided by the Director/Deputy Director of the Bureau or the Regional Representative and by other senior staff in the Bureau and in the support Divisions at Headquarters. The incumbent will advise and assist the Representative in the overall management of UNHCR¿s programme activities and issues of concern within the country operation in an effective and efficient manner which supports the Organization¿s mandate. The incumbent will also have direct working relationship/arrangement with the Head of UNHCR offices in the country operation. S/he will also have a responsibility to monitor, coach, and guide and intervene with the staff within the country. UNHCR is well integrated into the UN Resident Coordinator System. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties – Assist the Representative in the overall management of UNHCR¿s programme activities within the country of assignment in an effective and efficient manner which supports the Organization¿s mandate. – Verify the standards of assistance for project activities at country level, ensuring consistency with UNHCR’s country strategy and policies, and their integration with protection functions. – Assist the Representative in developing contacts and networks with other government agencies, UN agencies, and NGOs to foster mutual cooperation and ensure that activities are coordinated and integrated to best effect. – Develop country-specific management tools for project monitoring and control; ensure the effective and efficient use of financial and material resources within the rules and procedures of UNHCR. – Manage personnel through regular performance appraisals, coaching, and assessments of staff training and development needs – Ensure that essential services for the general welfare of staff i.a. living and working conditions, health, education, recreation, etc. are in place. This includes the establishment of proper and efficient mechanisms to assist staff suffering from work-related pressure or post traumatic stress. – Play an active role in the Security Management Team (SMT) in the relevant country and the inter-agency security and contingency planning process; ensure that appropriate security measures and evacuation plans are in place to protect UNHCR staff; and that security guidelines and procedures as outlined by the Designated Offcial and UNDSS are complied with. – Report and provide recommendations/solutions to the Representative on political, socio-economic, and cultural developments that may effect the situation of refugees in the country. – Act as Officer-in-Charge in the absence of the Representative as required. – Set and enforce parameters, criteria and deadlines for the design, review and report of operations. – Clear the submission of the country operations plan (including budgets, staffing levels and structures) as well as of funding submissions, appeals and report. – Negotiate implementing partner agreements. – Represent UNHCR in UN and other operations management and programmatic fora. – Enforce compliance with UNHCR¿s global strategies, protocols and guidelines. – Approve recommendations and advice on the technical capacity required of UNHCR and its partners. – Perform other related duties as required. Minimum Qualifications Education & Professional Work Experience Years of Experience / Degree Level For P5 – 12 years relevant experience with Undergraduate degree; or 11 years relevant experience with Graduate degree; or 10 years relevant experience with Doctorate degree Field(s) of Education Business Administration; Economics; International Relations; Political Science; International Law; or other relevant field. Desired Candidate Profile

Leadership and coordination skills and ability to work confidently in close consultation with other sections and offices are crucial to the position.

The candidate should have experience and extensive knowledge of HQ resource allocation processes and procedures.

Significant diplomatic and negotiation skills in difficult environments should be demonstrated and are key to ensure the office ‘s strategic objectives in the country remain on track.

The incumbent leads a large team and must demonstrate positive and strong management experience and skills.

The candidate needs a solid, up-to-date knowledge of results based management, UNHCR systems and procedures to provide programme support and build the capacity of the operation.

The candidate should have excellent coordination skills, stakeholder awareness and management, and political awareness. The position holder should be able to explain and present the operation’s operational requirements and related processes clearly and persuasively (including verbally and in writing) to internal and external (e.g. donor) stakeholders. As a senior manager, leading the Programme team, the candidate must have proven and strong strategic and analytical capacity and skills.

Nature of Position:

The Assistant Representative leads the country-wide planning, implementation and reporting processes reporting to the D1 Deputy Representative.

The incumbent advises the management on all country-wide operational and resource issues. The position is also responsible for leading budgetary negotiations with government counterparts. The position has a wide-ranging management responsibility. S/he supervises the entire Programme team as well as the Technical Unit (including WASH, Health, Shelter, Settlement Planning, Environment, Energy). S/he must provide functional guidance and management to multiple programme staff in the Sub and Field Offices, as well as guiding senior heads of offices.

Capacity building of the section and support to the Sub Offices, and raising resource issues for the consideration of the other sections and the Executive Office, are important elements of the position.

The incumbent supports a range of resource mobilization efforts. These require engagement with external actors (Government, donors, NGOs, and other stakeholders, including refugees) in a technically-sound but tactful and appropriate manner. In addition, the incumbent must work closely internally across the many Units and multiple Sub and Field Offices, often leading discussions and taking decisions on resource prioritization and allocation.

Kampala is a Family Duty Station Capital city with a large offer of comfortable houses and flats are available, bank services is excellent as well as a decent internet service and mobile coverage. Power supply might be irregular in some areas hence a generator or backup inverter might be necessary. Medical facilities including hospital of good quality are available as well as a large choice of International school and nurseries. Food and house supplies are available in supermarkets and markets and on-line purchase and home deliveries is efficient. No decent public transport is available, but Taxis/Uber are commonly used and Car purchase is an easy option as the offer is wide
Although Kampala and Entebbe are considered under a moderate security levels (Security levels III), many UN agencies and funds are headquartered in Kampala including UNHCR ‘s branch office to provide support on the mandate to protect and assist refugees of both Urban caseloads and those in settlements in the South west, Midwest and West Nile regions. Kampala is considered a family duty station with better social amenities- schools, recreation and health services. The major threat to staff includes and is not limited to prospects of terrorism allowed heavy security presence in both uniform and plain cloth, high road traffic accidents, common law crimes and spontaneous outbreaks of water born disease like Typhoid, cholera plus occasional political /civil unrest mostly contained by Government. The security management systems have put in place mitigations measures to avert the impact of the threats therein and is a collective responsibility of all staff members.
