OBJECTIVES OF THE PROGRAMME

Support the political conduction and programmatic, technical and administrative coordination of cooperation, with an emphasis on the themes of results-based management, monitoring and evaluation, management based on administrative efficiency/transparency, knowledge management and communication, with the aim of effectively contributing to the improvement of the health system; and promote the institutional strengthening of the WHO Office.


DESCRIPTION OF DUTIES

Under the direct supervision of the Program Management Officer (PMO) and under the overall guidance of the WHO Representative in STP, the incumbent will perform the following duties:1. Develop and implement a country communication plan including a schedule of key communication products. 2. Identify topics/stories of interest to develop and improve media/communications activities related to WHO efforts at country level. Design state-of-the-art communication materials and tools; ensure rapid and timely dissemination of information to all partners;3. Work in collaboration with all areas in the country office and the AFRO regional and HQ communications team to conceptualize a set of new advocacy materials to inform stakeholders and the general public on WHO’s response, including co-developing audio-visual, photographic and printed materials, television and radio programmes, multimedia presentations, social media, videos and press releases, newsletters, etc., to promote the visibility, achievements and successes of WHO;4. Liaise with press/media to advocate and disseminate information on WHO activities as well as relevant events such as WHO campaigns. Organize interviews and filming to enhance the visibility of WHO’s achievements on television, radio, newspapers,etc.;5. Manage the development and maintenance of country website, the intranet and the corporative Share Point content, in accordance with guidelines and standards across the Organization,to ensure consistency of approach. Critically review and improve con-tent, architecture and design; Review and improve content critically.6. Prepare communication and advocacy products and statements to be used by the resource mobilization team to convince and encourage donors to rapidly fund the comprehensive health sector response to affected populations.7. Collaborate with all relevant actors, including the health cluster, regional and field offices, other WHO departments, UN agencies and other partners to identify and create opportunities for communication and prepare communication campaigns on specific topics;8. Represent the Country Office (WCO) in the UN Communications Group and provide appropriate technical support as required;9. Organize advocacy events, press exchanges and meetings to increase the visibility of WHO and raise awareness of the work of the Country Office (WCO);10. Support Ministry of Health public communications in times of health crisis develop talking points, press releases and other media products;11. Perform any other communication-related duties as requested by supervisors.


REQUIRED QUALIFICATIONS

Education

Essential: Ahigh school diploma or technical training in journalism or a related discipline
Desirable: Formal qualification in public health and courses in communication techniques such as graphic design, visual language and the use of social media

Experience

Essential: At least five years of related experience in communications and/or advocacy, part of which in support of humanitarian emergency or epidemic response activities. Proven experience in drafting advocacy documents and producing communication materials.
Desirable: Experience working with the United Nations system or with an international non-governmental organization Experience in organizing advocacy campaigns. Experience in managing publication processes.

-Demonstrated skills in the development and implementation of communications/media products and tactics. -Demonstrated skills in writing news stories and other key communications products-Proven skills in communicating with national, regional, and international media and in media coverage-Excellent interpersonal skills complemented by the ability to conceptualize ideas and build consensus. -Excellent presentation skills.-Ability to think outside the box and make innovative communication proposals. Knowledgeor understanding of WHO’s mandate and objectives in the context of emergency management.

REMUNERATION

Remuneration comprises an annual base salary starting at STN 599,429 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
