Under the overall guidance of the Head of office, the Urban Planning and Resilience Officer will work with implementing partners for the “Transforming the built environment through sustainable materials”. The implementation of the project is funded by Germany’s Ministry for Economic Development and Cooperation (BMZ) and seeks to support the aim of the GlobalABC to work towards zero-emission, efficient, and resilient buildings and their construction. Led by UNEP and jointly implemented by the United Nations Human Settlements Programme (UN-Habitat), and the United Nations Office for Project Services (UNOPS). The project aims to support the government in transforming their buildings and construction sector towards sustainable and resource efficient constructions, particularly in the housing sector. The main output will be a national buildings and construction country assessment and roadmap.

Duties and Responsibilities

Summary of Key Functions:

  1. Compile the relevant chapters of the country assessment report and roadmap for Buildings and Construction 2020-2050 and compile advocacy/policy briefs for  decision makers.
  2. Data analysis pertaining to urban planning including land use planning, zoning, buildings, infrastructure and energy systems, resilience and their interactions
  3. Reporting on country assessment and annotated roadmap pertaining to urban planning

1. Data Analysis Pertaining to Urban planning including Land use planning, zoning, buildings, infrastructure

  • Collect existing/available studies, reports, data and analysis on the country’s codes, policies and legislation relevant to urban planning including land use planning, zoning, buildings, infrastructure and energy systems and resilience and their interactions
  • Identify data and information gaps and summarize preliminary findings/analysis in above  mentioned areas
  • Collect additional data and information from stakeholders related to urban planning and resilience.

2. Provide support of ongoing project activities including those associated with data collection strategic planning, city development strategies and programme management support. Reporting on Country Assessment and annotated road map including those associated with analyzed data.

  • Draft the country assessment report chapter pertaining to above mentioned areas of urban planning and resilience.
  • Drafting the Urban Planning and resilience Chapter of the Roadmap tailored to the country context.
  • Provide inputs on urban planning and resilience to the second stakeholders’ workshop/consultation to present key findings and discuss priorities and recommendations led by UN-Habitat Complete urban planning and resilience of the Country Assessment report

3. Support knowledge building and knowledge sharing in the CO, focusing on achievement of the following results:

  • Support UN-Habitat to conduct stakeholders’ workshop/consultation to present the assessment process, preliminary findings, different stakeholders involved and data collection needs pertaining to key focus areas related to urban planning and resilience.
  • Support UN-Habitat to conduct final analysis and identify needs, challenges, and opportunities for greening the sector particularly regarding urban planning and resilience taking into account/linking existing and planned initiatives/projects – including impacts of Covid-19 crisis on the sector and opportunities the sector presents for post-Covid recovery.
  • Support UN-Habitat in Engaging members of Multi-stakeholder Expert Group platform, to elaborate the content for the “Roadmap for Buildings and Construction 2020-2050” through a participatory process particularly focusing on sustainable urban planning and resilience
  • Provide support to UN-Habitat coordination meetings, representative surveys and at least three technical workshops/consultation with stakeholders for discussing strategies and actions for the Buildings and Construction Roadmap incl. preparation of documents, presentation for meetings, preparation of questionnaire and survey form for the 3 consultation seminars/meetings in
  • collaboration particularly in aspects pertaining to Urban Planning and resilience
  • Provide inputs on urban planning and resilience to UN-Habitat to prepare advocacy/ policy briefs for decision makers with key messages tailored to the country context
  • Participate in UN-Inter Agency and Results Groups
  • Undertake any additional tasks as directed

Required Skills and Experience

Education:

MSc in Town & Country Planning, Regional Development & Planning, Urban Planning and Design, Spatial Planning, Urban Economist, Sustainable Development and other related field.

Experience:

Master’s degree holders with at least 5 years of work experience and understanding of urban planning including land use planning, zoning,  buildings, infrastructure and energy systems and their interactions in relation to sustainable  development and resilience.

Applicants should have a strong commitment to multi stakeholder engagement, transfer of knowledge, willingness to work in a team and possess excellent coordination and communication skills.

Experience within the UN system and familiarity with UN rules, regulations and procedures related to the field and developing projects is desirable.

Competencies and Skills Required

Ability to handle multiple tasks simultaneously and work under pressure against deadlines and to work efficiently in a multi-national team. Good interpersonal skills and cross-cultural awareness.  Ability to work with minimum supervision, with efficiency, competence and integrity. High level of computer literacy including management of virtual meetings.

Experience in the usage of computers and office software packages (MS Word, Excel, etc.).

Experience in handling of web-based management systems

Language Requirements:

Fluency in the UN and national language of the duty station. Strong oral and written communication skills. Fluent in English
