The Republic of Djibouti has an estimated population of 989,115 inhabitants in 2020 for an area of 23,200 km2. Djibouti is a pole of stability in the heart of the Horn of Africa where regional political, security and socio-economic instability, large flows of populations on the move, climatic hazards, and the increase in international crime, are sources of significant concern.

Based on the UN Development Assistance Framework extended from 2018 to 2024 in line with Djibouti Vision 2035 and the National Development Plan 2022-2024, UNDP Country program CPD was extended to 2024.

The main objective of UNDP Djibouti country program is to accelerate the achievement of sustainable development goals. It tackles the interrelated challenges of development, climate risks and challenges through climate change adaptation and climate change mitigation, innovative and inclusive financing, building humanitarian-development-peace nexus, assistance and resilience and seeks to reduce poverty, gender inequalities, geographic inequalities and exclusion.

It promotes environmental sustainability and resilience through integrated strategies. It supports the most vulnerable and strengthens national institutional capacities for inclusive growth, poverty reduction, prevention of violent extremism, climate action, and strengthening social cohesion.

The 2018-2024 country program is built around three interrelated program pillars that together can drive more catalytic, transformative and systemic changes and help Djibouti achieve its sustainable development goals and the National Development Plan:

  • Strengthening livelihoods and access to basic health services ;
  • Environmental sustainability and resilience to climate change ;
  • Enabling an inclusive governance framework for sustainable development.

Environment (including Climate and Energy) is one of the three key pillars of UNDP Djibouti’s Country Programme Document. UNDP Djibouti is a trusted partner and collaborator for the government of Djibouti in advancing climate actions in accordance with the UNFCCC guidelines. In this regard, UNDP has been supporting the government, mainly the Ministry of Environment and Sustainable Development (MESD), in accessing climate finance from vertical climate funds such as the Global Environment Facility and Green

The Government of Djibouti entrusted UNDP with the formulation of a large integrated climate resilience and livelihood programme, notably in partnership with GEF and GCF . To respond to the Government request, a dedicated Formulation Team is installed in the country office to lead the design and formulation of the integrated program. The Project Formulation coordination Officer will work as an integral part of the Formulation Team under the direct supervision of the Formulation Team Leader. The key result of the advertised post is to provide overall coordination support to the Formulation Team.

 

Duties and Responsibilities

Under the direct supervision of the Formulation Team Leader and overall guidance of Programme Specialist for Environment Pillar, the incumbent will:

  1. Liaise and coordinate the sector experts recruited for the formulation of the concept notes, Project Identification Form, project documents and the funding proposals.
  2. Support the Formulation Team Lead in coordinating with the Nature, Climate and Environment team in UNDP Headquarters.
  3. Coordinate the recruitment of the sector experts needed at different stages of formulation and design phase.
  4. Manage the contracts of the sector experts.
  5. Manage the Formulation Phase database.
  6. Coordinate the meetings and missions.
  7. Contribute to advance the credibility and recognition of the UNDP’s technical expertise and capabilities in Nature, Climate and Environment domain.
  8. Facilitate knowledge building and knowledge sharing and promote innovation.

The Project Formulation Coordination Officer will work under the direct supervision of the Formulation Team Leader and overall guidance of the Programme Specialist, Deputy Resident Representative, and Resident Representative. The incumbent will work closely with the National Climate Change Specialist and the Operations Team in the country office and the Regional Technical Advisors in the regions as needed.

Required Skills and Experience

Min. Academic EducationMasters degree or equivalent in a relevant area such as international law, environmental law, environmental studies or |Bachelor’s degree with 2 years of relevant experience
Years of relevant Work experienceMasters degree with at least 1 year of relevant work experience will be an asset or Bachelors degree with minimum of two years of relevant experience
Required  skills and competencies
  1. Prior experience of working with the GEF and GCF projects
  2. Prior experience with project formulation procedures of UNDP
  3. Prior experience of coordinating multistakeholder team
  4. Knowledge of database management tools and applications will be an asset
  5. Relevant experience with an international organization is desirable
  6. Experience of working with government authorities and/or diplomatic services is highly desirable

7.   Familiarity with Djiboutian context is highly desirable

Desired additional skills and competencies· Knowledge of resource mobilisation processes of multilateral and bilateral donors, combined with experience in project/programme development
