Background

Under the overall guidance of DRR and direct supervision of the ICT Analyst, the ICT Assistant provides ICT services, provides daily technical desk support to users, and maintains information management tools and technology/ICT  infrastructure of UNDP Eritrea and the common Premises (OCHA, UNFPA,UNAIDS, UNDSS, and RCO). The ICT Assistant promotes a collaborative, client-focused, quality and results-oriented approach in the Unit.

The ICT Assistant works in close collaboration with the Management Support, Operations, Programme, and project teams in the CO, UNDP HQs staff to successfully deliver ICT services.

The key purpose of the position is Implementation of ICT strategies and introduction/implementation of new technologies Development of information and document management system, Management of office hardware and software packages Networks administration Provision of web management services, Facilitation of knowledge building and knowledge sharing.

Duties and Responsibilities

1.) Supports implementation of ICT management systems and strategies, focusing on achievement of the following results::
  • Compliance with corporate information management and technology standards, guidelines, and procedures for the CO technology environment.
  • Support the use of Atlas/Quantum (UNDP’s implementation of ERP) functionality for improved business results and improved client services.
  • Provision of inputs to the CO administrative business processes mapping and implementation of the internal standard operating procedures (SOPs).
  • Provision of inputs to preparation of results-oriented workplans.

2.) Ensures effective functioning of the CO hardware and software packages, focusing on the achievement of the following results:

  • Performance of specific technical functions, including changing of hardware electronic components (disks, memories, network wiring, power sources, etc.) and routine repairs.
  • Assistance in the installation of commercial and in-house developed software and related upgrades
  • Assistance in upgrading patch and anti-virus programs on a timely basis.
  • Monitoring of file server traffic, usage and performance on a frequent and regular basis.
  • Support to users in backing up and restoring their files, as well as in virus detection, removal and prevention.
  • Organize video/audio/web conferences
  • Install, configure and troubleshoot O365 applications

3.) Supports networks administration, focusing on achievement of the following results:

  • Assistance in troubleshooting and monitoring of network problems.
  • Response to user needs and questions regarding network access.
  • Assistance in backup and restoration procedures for local drives. Maintenance of backup logs. Assistance to the organization of off-site storage of backups.
  • Managing Cisco-based Networks

4) Provides administrative support, focusing on achievement of the following results::

  • Maintenance of an up-to-date inventory of software and hardware.
  • Maintenance of a library of ICT related reference materials.
  • Maintenance of the inventory and stock of supplies and spare parts in cooperation with the Procurement Unit.
  • Maintenance of the filing system ensuring safekeeping of confidential materials.
  • Extraction of data from various sources.
  • Research and retrieval of  data from internal and external sources; preparation of statistical charts, tables, and reports as required.
  • Provision of ICT support to key events.

5.) Ensures facilitation of knowledge building and knowledge sharing in the CO, focusing on achievement of the following results:

  • Participation and assistance in the organization of training for the CO staff on ICT issues.
  • Sound contributions to knowledge networks and communities of practice.

  • Ability to Keep abreast of available technology; understands applicability and limitation of technology to the work of the office.

  • Knowledge of Cyber Security technologies, processes, techniques and tools. Apply practical innovations to solve cybersecurity problems. Capability to keep UNDP systems and data safe. Knowledge of ISO 27001 principles. CSSIP, CSIM, CISA or equivalent certification desirable

Information Management & Technology- Customer Satisfaction/Client Management

  • Ability to support l customers on IT related issues and generate and contribute to continuous improvement processes to deliver a great user experience.
  • Knowledge of ISO 9001 desirable. ITIL certification or similar is desirable

Information Management & Technology- Data Anaysis

  • Ability to extract, analyses and visualize procurement data to form meaningful insights and aid effective business decision making

Information Management & Technology- Applications Management

  • Ability to set-up, develop, support, and maintain applications. Expertise in Oracle Cloud, ServiceNow, SalesForce.com and Microsoft technology and assets.
Ethics – UN policy knowledge – ethics
  • Knowledge and understanding of the UN Staff Regulations and Rules and other policies relating to ethics and integrity.

Required Skills and Experience

Education:
  • Secondary education with relevant certifications in hardware and software management and application, Microsoft Certified Professional (MCP) required. If certification is not available at the time of recruitment, it should be obtained within 6 months.
  •  University Degree in Computer Science or computer engineering would be desirable, but it is not a requirement.
Experience:
  • A Minimum Five years of relevant working experience (three plus years with Bachelor University Degree), including network administration, ICT help desk, configuring laptops on Ms- Azure AD, ICT infrastructure including internet-networking, telephone networking, helping online seminar, training & workshops, support to the management of hardware and software platforms and other telecommunications facilities.
  • Experience in providing ICT remote support.
  • Experience in windows servers, Hypervisors, ESXI and Intune
  • Experience in Microsoft Office 365 applications
  • Experience in a video conference platform
  • Good communication and interpersonal skills are essential.
  • Good  cooperation and problem-solving skills.
  • Previous working experience with a UN agency is an asset.
  • Fluency in the UN and national language of the duty station.

Desirable:

  • Advanced abilities with Microdoft 365 applications. Certification in these products is desirable.

    Good working knowledge of Cisco networks

  • Knowledge of software program languages and web technology is desirable
  • Experience working with the UN or other international organizations is desirable
  • Language requirements: Proficiency in oral and written English
