The Human Resources Officer, Employment Practices advises on and implements legal, policy and procedural matters relating to employee relations, including the prevention, early resolution, and administrative review of employment disputes; disciplinary processes; revisions to the Staff Handbook (including overseeing the regular updates to the Handbook); work environment matters; performance support matters; separation processes; the annual Financial Disclosure Program; and the preparation and interpretation of HR policies and employment terms and conditions.

The successful candidate will have demonstrated an ability to work well under pressure, and the technical versatility and flexibility to successfully and independently handle multiple ongoing matters, frequently with short deadlines; and the ability to work well in a collegial team environment and demonstrate the ability to establish and maintain strong working relationships with a wide-range of internal clients and external parties. Excellent research and analytical skills; clear, concise English writing skills; strong interpersonal skills and the ability to work well with counterparts of different cultural backgrounds; excellent oral communication skills; and excellent planning and organizational skills are essential to the position. Experience in a similar capacity in an international organization would be an asset.

This staff term position is based at the Fund’s headquarters in Washington, DC.

Major Duties and Responsibilities

  • Develops and updates the Staff Handbook based on input from subject matter experts and LEG, identifying all policies/documents impacted by proposed changes and revising accordingly to ensure policies and practices are clear, consistent, effective, and compliant.
  • Coordinates the periodic publication of the Handbook, developing materials to inform stakeholders of upcoming releases/changes and developing Staff Handbook production timelines, maintaining a master version of the Handbook, accurately consolidating all proposed policy changes and interpretations. Tracks all previous versions and changes to maintain version control and historical records.
  • Advises on the administrative review of employment decisions; disciplinary processes and misconduct related matters; disability accommodations; domestic violence prevention initiatives; questions of HR-related policy application; and related employee relations matters including dispute prevention.
  • Advises on performance support cases and develops materials to advise SHRPs and managers on performance management policies, addressing common issues and clearly distilling appropriate procedures/support channels for relevant activities, such as developing and monitoring performance improvement plans.
  • Coordinates the annual Financial Disclosure Process and related administrative matters.
  • Manages inquiries and requests related to the Separation Benefit Fund and related administrative matters.
  • Performs other job-related duties as assigned.

Minimum Qualifications:

Master’s Degree, or equivalent, in law (J.D., LLM, or equivalent) or a closely related field, plus a minimum of four years of relevant work experience OR Bachelor’s Degree plus ten years of relevant work experience.

This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015.

A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
