Org. Setting and Reporting

This position is located in Goma, in the Field Technology Section (FTS) of the United Nations Organization Stabilization Mission in Democratic Republic of Congo (MONUSCO). The Geographic Information Systems Assistant will report to the Associate Geographic Information Systems Officer.

Responsibilities

Under supervision of the Geospatial Information Officer, the Geographic Information Assistant is responsible of the following duties:

(1) Technical work on geospatial information service: Assists with the preparation of of topographic and thematic maps and geospatial analytical products such as image and briefing maps. Collects, processes and evaluates geospatial data using the most recent tools such as Micro-Unmanned Aerial Vehicle (M-UAS or Micro Drone), Open-source GIS data collection tools and GIS commonly used software. Archives mission geospatial data and products. Carries out administration of the Geographic Information Systems (GIS) geoportal and associated products and service Assists in carrying out geospatial/terrain analysis. Assists to conduct terrain analysis studies and prediction of the effects of terrain, weather and situation on the mission’s operations. Assists in the quality control of all geographic information products prepared from GIS field offices and HQ office. Produces customized geo-products required by senior mission leadership.

(2) Administrative work covering correspondence and other communication: Reviews outgoing correspondence for format, style and grammatical accuracy. Coordinates administrative arrangements for official travel and training requests. Provides inputs for procurement actions for geographic information systems (GIS) equipment, software, supplies, services as well as satellite imagery by raising requisitions, monitoring expenditures and payment of invoices. Supports the maintenance of GIS databases and web applications such as GIS digital map library, Digital Globe platform and the Force Common Operating Picture (FCOP). Prepares and conduct GIS related training for geospatial analysis and mapping and Drone operation for data collection. Advises staff on administrative procedures and maintains up-to-date office. Monitors staff.

(3) Performs other functions that may be assigned by the Chief Geospatial Information Officer.

Education

High school diploma or equivalent is required.

Job – Specific Qualification

Technical or vocational training certificate in Micro Drones operation for surveying and mapping is required.

Technical or vocational training in Cartography, Geospatial Information Systems (GIS) and/or equivalent involving geospatial information and image processing programmes are required.

Work Experience

At least eight (6) years of progressively responsible experience in geospatial information (geospatial information systems integration, geospatial/terrain analysis, image processing, mapping, GPS, geospatial related information technology, etc.) and its related work is required.

Experience using geo-database systems, software programming languages and web technology as well as experience in using IPB (Intelligence Preparation of the Battlefield) application, especially in Terrain Analysis Team is desirable.

Practical experience in ArcGIS (ArcInfo, ArcEditor, ArcView and its extensions) as well as ERDAS Imagine is desirable.

Experience providing GIS services in the field operation of the United Nations common system or comparable international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in English (both oral and written) is required; knowledge of French is desirable.

Assessment
