Context

A major player in the social and solidarity economy, the French Red Cross runs a network of more than 600 establishments and services in the health, medical and social sectors and in training. It also runs 12 regional health and social training institutes.

Internationally, the FRC is active in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes Health and Disaster Risk Management.

In the same way as in the activities that it develops and implements in France, the French Red Cross at the international level includes all its missions in a sustainable humanitarian action plan.

This means that emergency, post-emergency, post-crisis and reconstruction activities are coordinated in order to be as effective as possible. The aim is to carry out actions with lasting effects and to enable the population to regain their full autonomy.

The French Red Cross (FRC)-PIROI in Mozambique:

The French Red Cross has directed the PIROI regional programme since 2000, a programme which aims to “reduce the impact of disasters and the effects of climate change on the populations of the south-west Indian Ocean” through disaster risk awareness, prevention, preparedness, and response.

Although it was initially not a member of PIROI, Mozambique Red Cross (CVM) has benefited from the platform’s emergency response support since the floods in 2000. Mozambique Red Cross became an official member of the PIROI (Indian Ocean Regional Intervention Platform) network in 2009, and has since benefited from capacity-building programmes through regional workshops and training courses. Since October 2016, PIROI has participated in 3 missions to Mozambique organised by the French Embassy in Maputo, including a joint post-flood assessment of the Licungo River in 2015, a seminar on civil protection, and a technical workshop on disaster risk reduction in education.

In March 2019, the French Red Cross contributed to the IDAI emergency appeal launched by the IFRC. PIROI deployed 100 tonnes of pre-positioned humanitarian stocks from Reunion Island and Mayotte to help 20,000 people affected by the cyclone in the province of Sofala. With the support of DG ECHO, the FRC helped distribute 1500 shelter kits in Beira City, Sofala province. More recently, in order to respond to the COVID-19 crisis PIROI sent 15 consignments of equipment and local purchases to the 7 platform-member National Societies, including Mozambique. CVM received a supply of surgical masks.

In this context, the FRC opened a Delegation in Maputo in 2021, with a field base in Quelimane (Zambezia Province) in order to implement an ECODRR project in Zambezia province, in partnership with the Mozambique Red Cross (Cruz Vermelha de Moçambique – CVM) and funded by the French Development Agency (AFD).

In the field, the French Red Cross (FRC) will coordinate with all Red Cross and other DRM entities in Mozambique to bridge gaps identified in terms of disaster risk management and adaptation to climate change, while building on existing capacities and expertise and developing synergies, including with non-RC partners.

Poste

General DMI Mission :

Under the authority of the head of the sub-delegation, the base logistician is responsible for :

  • Ensure the implementation of the purchasing and logistics strategy in line with the delegation’s orientations
  • Ensure the application of the CRF’s procurement and logistics procedures as defined in the MOPI
  • Participate in security monitoring and ensure the implementation of rules related to the security and safety of goods, data and people at the base level

MISSIONS AND ACTIVITIES

  • Mission 1 : Ensure the planning of logistics activities
  • Mission 2 : To manage the purchase and supply of goods, services and works
  • Mission 3 : Ensure proper inventory management
  • Mission 4: Ensure the organization of transportation
  • Mission 5 : Ensure the management and maintenance of the motorized fleet
  • Mission 6 : Ensure the follow-up of the equipment
  • Mission 7 : Ensure the management of IT and telecommunication means
  • Mission 8: Ensure infrastructure management
  • Mission 9: Participate in safety and security
  • Mission 10 : Ensure capitalization and reporting
  • Mission 11: Ensure monitoring, evaluation, accountability and learning
  • Mission 12: Participate in good partnership relations and the development of National Societies
  • Mission 13 : Ensure the effective and dynamic management and leadership of his team

HIERARCHICAL AND FUNCTIONAL LINKS

  • Reporting relationship: Works under the direct responsibility of the Support coordinator.
  • Collaborates externally with: CVM HQ and provincial department
  • Collaborates internally with: the finance department and the program teams

Profil du candidat

Qualifications and experience

Training in logistics (Bioforce type or Bachelor’s degree in logistics) and 3 years of experience in international logistic

  • Good knowledge or experience of the Red Cross Movement (functioning, mandates,…)
  • Knowledge of landlord procedures
  • Experienced in reporting
  • Mastery of purchasing procedures, stock management, management of a fleet of vehicles
  • Very good teamwork At ease and flexible in human relations
  • Rigor, flexibility and adaptability
  • Patience
  • Writing skills and experience in project writing and report development

Valued skills

  • Mastery of the Office pack (Word, Excel, Powerpoint), networking (G-Suite/Google Workspace)
  • Experience in a similar position is a plus
  • Driver’s license (non mandatory)

Languages

  • Excellent level of Portuguese, Italian or Spanish
  • Excellent level of English

Conditions of employment:

  • Type of status: expatriate
  • Type of contract: Fixed-term contract under French law
  • Salary: According to the classification of the position on the CRf grid and the experience of the candidate
  • Per diem: daily per diem which varies according to the country
  • Leave: 10 to 15 days minimum every 6 months – Airfare paid at 100% by CRF for home travel
  • Health coverage: CFE + Mutuelle MSH (covered 100%) – covered at 75% by the CRF
