Project Description :

FHI 360 is seeking applications for the position of Senior Technical Advisor on HIV Services for Key Populations under the anticipated award for the Community Action for HIV Control project in Ukraine.  The five-year project aims to accelerate Ukraine’s efforts to achieve HIV epidemic control by 2030 by improved prevention, testing, and linkage to care among key and priority populations. Community Action for HIV Control will improve accessibility, acceptability, equitable coverage and efficiency of HIV services, and will be implemented in close cooperation with the Center for Public Health (Ministry of Health, Ukraine).

Job Description :

The Senior Technical Advisor on HIV Services for Key Populations (STA) will be responsible for the design and implementation of all technical strategies and interventions of the project, serve as the Deputy Chief of Party, and lead the FHI 360 program team in country.  S/he will support the technical HIV capacity development as part of the of the overall capacity development of community partners led by Pact. The STA will support the Chief of Party and contribute to project planning and other tasks as appropriate and will serve as legal representative for FHI 360 in Ukraine.

Specific Duties :

  • Lead program activities to strengthen the existing HIV package with differentiated service delivery models for prevention, testing, and linkage/ART initiation that are responsive to clients’ needs and shifting demographic trends ;
  • Provide expertise in HIV prevention (including PrEP), testing (including index and social network testing) and treatment linkage/ART initiation ;
  • Monitor and provide oversight over all FHI 360 in-country activities, workplanning, reporting ;
  • Support monitoring and evaluation and high frequency data review and analysis for agile performance improvement ;
  • Ensure timely development and submission of technical reports and other deliverables ;
  • In coordination with the COP, will serve as a project liaison to USAID and partners in the field, including government officials and community leaders ;
  • Manage the FHI 360 team and serve as FHI360’s senior technical and program representative for this project in Ukraine.

Minimum Requirements :

  • Master’s in Public Health or similar degree ;
  • Typically requires 8-11 years of experience in education, health, behavioral, or social sciences or related field ;
  • Demonstrated experience designing and implementing   HIV/AIDS prevention, care and treatment activities, with a focus on key populations and vulnerable populations in Ukraine ;
  • In-depth familiarity with Ukraine public health sector and donor-funded programs ;
  • Previous experience working with USAID or PEPFAR supported program and organizations working with key and vulnerable populations ;
  • Cultural understanding and sensitivity to demands of key and vulnerable populations and an understanding of gender and sexual diversity ;
  • Demonstrated ability to perform complex data analyses and make recommendations based on findings ;
  • Strong management and leadership experience with proven experience leading a diverse team of professionals ;
  • Previous experience in developing the capacity of local organizations and stakeholders ;
  • Demonstrated written, presentation, communication and organizational skills in English ;
  • Experience working on a PEPFAR-funded or other donor project pertaining to HIV/AIDS service delivery ;
  • Ability to travel within country or region and internationally if needed.
