Duties and Responsibilities

The position is based in the Lesotho Resident Coordinator’s Office in Lesotho. However, some of the tasks can be performed remotely, depending on a mutual arrangement with the UN Resident Coordinator’s Office (UN RCO). The International Consultant will operate with a high degree of independence but in close coordination with the UN Country Team (UNCT), government, and other stakeholders to ensure that different views and needs are well captured when drafting the 2024 – 2028 Cooperation Framework.


The International Consultant will report to the RCO Team Leader.

The duties and responsibilities of the International Consultant will include:

a. Undertake a desk review and develop an Inception Report outlining the consultant’s approach to work, action plan and timeline.
b. Lead and facilitate the UNCT visioning exercise to develop and articulate the strategic vision of the UNCT and Government to contribute to transformational change in Lesotho through the Cooperation Framework as informed by Common Country Analysis, UNDAF Evaluation and aligned to government priorities
c. Undertake a participatory and inclusive strategic prioritization exercise, including and not limited to organizing workshops to refine the agreed strategic priorities, development solutions, outcomes, and outputs for the 2024-2028 Cooperation Framework with participation of UN, Government, civil society, private sector and other key stakeholders.
d. Develop an overall ‘Theory of Change’ for the Cooperation Framework; articulate intended development results aligned to national priorities to address development challenges and gaps and develop outcome statement, theory of change and outline the develop challenges, prioritization analysis and intended development results under each strategic priority area in consultation with UN Country Team, government and key stakeholders
e. Develop a robust Results Framework and Monitoring, Evaluation and Learning Plan in consultation with outcome result groups and M&E team
f. Draft the Cooperation Framework document including the Results Framework and the Monitoring, Evaluation and Learning Plan based on inputs from visioning exercise
g. In coordination with the RCO, liaise with the Africa Regional DCO team to seek inputs and incorporate feedback into the various processes, as appropriate.
h. Develop a presentation of the Cooperation Framework or other visualization products.

 

Qualifications/special skills

Advanced University degree in international development, economics, social sciences, or related field is required. A first university degree in combination with an additional 2 years of qualifying experience may be accepted in lieu of the advanced degree.

At least 10 years of experience in the facilitation of UNDAF/UNSDCF consultations or other strategic programmatic exercises using foresight analysis or any innovative approaches is required.

 

Languages

Fluency in oral and written English is required. Good communication skills, (verbal and written) and experience in report writing in English.
