UNICEF Malawi Country Programme (2019-2023) is aligned with the Government of Malawi’s Growth and Development Strategy (MDGS III) and the United Nations Development Assistance Framework (UNDAF). The programme supports the Government of Malawi to meet its commitment to respect, protect and fulfil children’s rights in line with international conventions and standards. The country programme is guided by the principles of children’s rights, equity, gender equality, inclusion and resilience, and supports evidence-based, integrative and innovative programming. The vision is that ‘all girls and boys in Malawi, especially the most disadvantaged and deprived, realize their rights’.  The programme focuses on: early childhood (parenting, high-impact social services, early stimulation and learning), middle childhood and adolescence (learning, multi-sectoral services, active citizenship), communities (decentralized services and systems, community ownership, social norms), programme effectiveness (monitoring, evaluation, HACT, Innovation, Social Protection and Social Policy and External Communication.  The programme is based on ‘leaving no child behind’, realizing ‘rights for all children in Malawi’.

The Business Support Center Unit is a key part of the UNICEF Malawi Operations Section. The Center provides crucial day-to-day financial management services within the Office. Efficiency and effectiveness is our main objective and as Finance Associate you will be at the forefront of dealing with timely and accurate financial transactions processing, analyzing the risks and ensuring compliance to policies and procedures.

The Malawi Country Office offers an exciting and rewarding career opportunity for you to join our dynamic Business Support Centre (BSC) team where you will be responsible for providing a variety of specialized financial tasks,  ensuring delivery that is compliant with UNICEF financial rules and regulations, whilst demonstrating the capacity to research, adapt and evaluate irregular cases and also recommend improvements to process delivery and design.

In your role, you will report to and be under the overall guidance and supervision of the Operations Manager.

  1. Review and conduct quality checks on payment request documents before processing. Inaccurate records can result in the misappropriation of resources ;
  2. Review pre-commitment request documents received from programme and operations sections and check  supporting documents before processing. Inefficient recording of transaction may result in inaccurate records which will compromise credibility of the organization’s financial statements ;
  3. Review  and draft Harmonized Approach to Cash Transfer (HACT) requests/documents received and check appropriateness and adequacy of  supporting documents within HACT procedures. Non-adherence to meeting  timelines will cause delays in payment processing/timely clearing of liquidations, resulting in late disbursement of funds hence affecting programme implementation as well as compromise Direct Cash Transfer (DCT) aging report/indicators.

 

To qualify as a champion for every child you will have…

Education : Completion of secondary education is required with professional/university level courses in Accounting and Finance/Business administration considered as an asset.

Experience :

  • A minimum of 6 years of clerical experience in the area of finance and accounting is required ;
  • Have financial management skills and experience in the implementation of modern management systems ;
  • Good knowledge of United Nations financial procedures in general and UNICEF in particular is an asset.

Technical knowledge and skills :

  • Computer literacy and ability to effectively use standard office software, tools and technologies ;
  • Knowledge of SAP/ERP software is an asset.

Language  : Fluency in English and in the local language is required, both sound written and verbal skills.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (COVID).

Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF.
