REQUEST FOR EXPRESSIONS OF INTEREST (REOI) FOR CONSULTANCY SERVICES FOR END OF PROJECT IMPACT EVALUATION AND PROJECT COMPLETION REPORT

  1. The National Youth Commission (NAYCOM) has received financing from the African Development Bank’s Fund for African Private Sector Assistance and the Transition Support Facility Pillar III to finance the Youth Entrepreneurship and Employment Project, and intends to apply part of the agreed amount for the grants to payments under the contract for Consultancy Services for End of Project Impact Evaluation and Project Completion Report ;
  1. The services to be undertaken include: (i) Evaluating to what extent the “Youth Entrepreneurship and Employment Project” has delivered effective, efficient, relevant and timely activities to beneficiaries as set in the project log frame;(ii) Evaluating to what extent the “Youth Entrepreneurship and Employment Project” has delivered effective, efficient, relevant and timely activities to beneficiaries as set in the project log frame; (iii) Assessing whether the collaboration between the National Youth Commission, and Line Ministry of Youth Affairs, Ministry of Labour, Ministry of Trade, Ministry of Technical and Higher Education, NCTVA, TVET Coalition, The Public Private Partnership (PPP) Secretariat, Local and International Non-governmental Organisations and the implementing local partner (EFSL) has added value to the interventions with a positive effect on beneficiaries and other stakeholders. What has contributed to this value addition, and what has not?; (iv) Identifying and assessing key lessons learned, challenges and draw recommendations for future programming of Youth Entrepreneurship and Technical Vocational Education and Training in Sierra Leone; and (v) writing a Project Completion report that clearly brings out the results of project implementation using a format ;
  1. The National Youth Commission now invites firm to indicate their interest in providing the above described services. Interested eligible consultants shall provide information on their qualifications and experience demonstrating their ability to undertake the assignment (documents, reference to similar services, experience in similar assignments and availability of appropriate skills) ;
  1. The eligibility criteria for short list and the selection procedure shall be in accordance with the Procurement Policy for the African Development Bank Group funded operations dated October 2015, which is available on the Bank’s website at http://www.afdb.org.

The Least Cost Selection Method will be used for evaluation of proposals from the shortlisted consultants.

  1. Interested consultants may obtain further information at the address below during office hours from Monday to Friday 10:00 am to 16:00 PM Sierra Leone Time.
  1. Expression of interest must be delivered or submitted by e-mail or hard copy to the addresses below not later than December 6, 2020 at 4:00 p.m. (Sierra Leone time) and must be specifically mentioned “Consultancy Services for End of Project Impact Evaluation and Project Completion Report”.
