Context :

  1. This Invitation for bids follows the General Procurement Notice (GPN) for this project which appeared in UNDB online AfDB375-05/15 of 29 May 2015 and on the African Development Bank Group’s Internet Website.
  2. The Government of Seychelles; through the Public Utilities Corporation (PUC) has received financing from the African Development Bank towards the cost of the MAHE SUSTAINABLE WATER AUGMENTATION PROJECT. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for the Construction of the La Gogue Water Treatment Plant.
  3. The Public Utilities Corporation now invites sealed bids from eligible and qualified bidders for the construction and operation of a 4,400 m3/day water treatment plant at the La Gogue dam on the main island of Mahe. (hereinafter called “the Facilities”). The scope of the work includes:

The construction of a new water treatment plant, capacity 4,400m3/day including inlet works, flocculation and sedimentation, sand filtration, ozone dosing for colour and odour removal, and chlorination processes and discharge of waste water to existing stream;

All civil works (such as: roads, buildings, rain water drainage, defence enclosure, guardian house, etc.) associated with the plant;

Construction of a new reservoir, capacity 2,000m3 Construction of a new pump station;

Demolition of existing structures on site. Testing and Commissioning

Operation and maintenance of the treatment plant for 1 year

  1. Open Competitive Bidding (International) will conducted in accordance with the Bank’s Procurement Policy, 2015, and, specifically, through Single Stage bidding procedures.
  2. Interested eligible bidders may obtain further information from and inspect the bidding document at the Public Utilities Corporation (address below) during office hours from 08.00am to 16.00pm local Seychelles time.

  1. A complete set of the Bidding Document may be purchased by interested bidders upon submission of a written application to the address above, and upon payment of a nonrefundable fee of SCR 2,100 or US $ 150. The method of payment will be cash. The document will be collected at the address below.
  2. The provisions in the Instructions to Bidders and in the General Conditions of Contract are those of the African Development Bank Standard Bidding Document for Procurement of Plant Design, Supply, and Installation. Bids must be delivered to the address below on or before 10:00 hours on 26 September 2019 and must be accompanied by a security of USD 142,000 or its equivalent in a freely convertible currency and in the form of an unconditional bank guarantee.
  3. Bids shall remain valid for 120 days after the deadline for bid submission prescribed above.
  4. Bids will be opened in the presence of applicants’ representatives who choose to attend at 10:00 hrs (Seychelles Time) on 26 September 2019 at the address below:

Note that the corrigendum published on 22 July 2019, requiring interested bidders to purchase the Bidding Document by Monday 05 August 2019 no longer applies.
